PDR-379, Rudv Cortez <br />Application for design review approval to construct three apartment units measuring <br />843 square feet - 1,147 square feet in area and related improvements at 254 Ray Street. <br />The existing 1,030-square-foot residence would be retained and used as a fourth <br />apartment unit. Zoning for the property is C-C (Central Commercial), Downtown <br />Revitalization, Core Overlay District. <br />Ms. Kline presented the staff report and described the project site as a narrow, deep lot that <br />contained asingle-family dwelling and one-car detached garage. She explained the applicant's <br />proposal to retain the single-family residence and to construct atwo-story, two-unit apartment <br />building and aone-unit apartment building above afour-car garage behind the existing dwelling. <br />She mentioned that all four units would be rental housing and that the existing garage would be <br />demolished. <br />Ms. Kline advised that five trees would be removed of which two are heritage trees. She <br />indicated that there would not he adequate room to accommodate new trees on site and suggested <br />that the developers contribute the assessed value of the trees to be removed and not replaced to <br />the City's Urban Forestry Fund that is then used to plant trees in other areas. <br />Ms. Kline mentioned that the proposed plan conforms to the General Plan and particulazly the <br />Housing Element. She also stated that the Pleasanton Downtown Association supported the <br />project. <br />Chairperson Roberts inquired if the Green Building residential measures were addressed for this <br />project. Ms. Kline replied that they were not; however, she stated that the project would come <br />close to complying to the 50 points because of the Hardiplank fiber-cement lapped siding, shade <br />requirements, and other design elements. Ms. Kline suggested that the Commission ask the <br />applicant to fill out the green points rating system. <br />Discussion ensued regarding the exemption of properties in the Downtown Specific Plan azea <br />from the City's LEED (Commercial/Office Industrial) ordinance and whether they would be <br />exempt under the City's contemplated residential green building ordinance. <br />PLANNING COMMISSION MINUTES August 11, 2004 Page 8 of 11 <br />
