Christina Petroskv/P' Party Place <br />Application for design review approval to operate a children's drop-off and activity <br />center in an existing building located at 5688 Stoneridge Drive (Hacienda Plaza) in <br />Hacienda Park. Zoning for the property is PUD-I/C-O (Planned Unit Development - <br />Industrial/Commercial-Office) District. <br />Ms. Kline presented the staff report and described the proposed project. She explained that the <br />business was a child drop-off activity center that would be open seven days a week, with Sunday <br />being for private parties only. She added that the maximum drop-off age would be 14 years old. <br />Ms. Kline stated that the facility would limit the time a child could be at the center to no more <br />than I S hours per week and that the preschool program would be limited to a maximum of <br />12 hours per week. Ms. Kline mentioned that the facility would be limited to 30 children at any <br />one time. She added that the proposed children's drop-off and activity center would be <br />beneficial to the residents of the community and would be compatible with the surrounding <br />businesses. <br />Commissioner Kameny inquired if there were a letter from James Paxson of the Hacienda <br />Business Park. Ms. Kline replied that she did not know but that the applicant would be able to <br />answer the question. <br />~' Commissioner Kameny requested clarification on the hours of operation. Ms. Kline answered <br />that it would be from 9:00 a.m. to 9:30 p.m. <br />In response to an inquiry by Commissioner Fox regarding the minimum age, Ms. Kline replied <br />that she believed it was two years old. <br />Chairperson Roberts requested clazification regazding "15 hours a week per child." <br />Discussion ensued regarding the letters from the State addressing the 15 hours per week <br />maximum stipulation. Ms. Kline explained the second letter from the State clarified that each <br />child could only be at the facility 15 hours per week. Ms. Kline explained the drop-off center <br />was not intended to be a permanent day care. <br />Commissioner Fox distributed the State Law Regulations of the exemptions for State Licensing <br />requirements. Commissioner Fox stated that the State might have thought the City would run <br />this facility when the State wrote this letter. <br />Ms. Nerland suggested that a condition of approval be added to confirm that the exemptions are <br />appropriate and in place for this facility. <br />Commissioner Arkin suggested that the Commission hear from the applicant prior to giving <br />direction to staff. <br />THE PUBLIC HEARING WAS OPENED. <br />PLANNING COMMISSION MINUTES August 11, 2004 Page 6 of 11 <br />
