Commissioner Fox inquired if curving the top of the fence would help to reduce sound. <br />Mr. Svinth replied that the curved top would act like an increase in the height of wall <br />without physically adding to it. <br />Randy Curtola, 6981 Corte Mercado, stated that the service station is very convenient and <br />that more activities in the azea would emerge as the Bernal Property gets built out. <br />Craig and Theresa Moore, 1693 East Gate Way, stated that when they bought their house <br />in October 2001, they were told that there would be a service station and carwash on site <br />but were not given any written disclosures or details regarding the hours or operation or <br />the drive-through. <br />Mr. Moore then presented the issue of the loud noise caused by the rollers of the trash <br />containers from Jack-in-the-Box at night as well as the eazly trash pick-up by the City. <br />He added that there was no ambient noise to drown the intrusive noise during the <br />sensitive late night hours or very eazly morning. With respect to the wood fence, he <br />stated that wood expands and contracts with weather conditions and that gaps would <br />eventually be created and allow noise to penetrate. He indicated that he would prefer a <br />continuous masonry soundwall. <br />Ms. Moore stated that they were not opposed to the service station when they purchased <br />their house; however, she expressed concern about the lack of a barrier or separation <br />between the center and the residential neighborhood; the carwash and drive-through <br />"- hours of operation; the carwash signs and lights on the building; the intrusive noise and <br />headlights coming from the drive-through; the safety of children riding their bikes <br />through the carwash; and the pedestrians who walk through their neighborhood to the <br />store when they miss the turn and park their cars in the neighborhood. <br />In response to Commissioner Fox's question regazding the ideal hours of operation they <br />would prefer, Mr. Moore replied that he would like the drive-through to cease operating <br />by 9:00 p.m., with only walk-in access through the side of the building. <br />In response to Commissioner Sullivan's inquiry if they would still want a wall, possibly a <br />wrought iron fence, if there were no drive-through and cazwash, Mr. Moore said that the <br />wall is necessary for safety reasons and to prevent pedestrians from walking through their <br />neighborhood to get to the store. <br />Ms. Nerland clarified that the garbage is not picked up by the City but by Pleasanton <br />Garbage Service. She added that the Gazbage Service has certain hours to pick up <br />garbage from commercial and industrial areas and certain hours to pick up from <br />residential neighborhood; in effect, requesting a later pick-up in one residential azea <br />would result in an earlier pick-up in another residential neighborhood. <br />Commissioner Sullivan inquired if the Commission has the ability to condition the <br />project so that gazbage can be picked up only at certain hours.
