- Regazding the modification to requirements for ownership housing, Commissioner Maas stated <br />that she was excited to heaz about accelerated equity as a motivational tool. <br />Chairperson Roberts did not believe that subsidized ownership housing should be part of this <br />affordable housing plan and added that the funds invested in it could be spread across more <br />rentals. She added that there were many loopholes in ownership housing. <br />Commissioner Arkin would support tightening up the loopholes and agreed with Commissioner <br />Maas' support ofowner-occupied affordable units. <br />Commissioners Sullivan and Kameny concurred with Commissioners Maas and Arkin about <br />continuing ownership affordable units. <br />In response to an inquiry by Chairperson Roberts regarding the ability to take out home equity <br />loans on affordable units, Mr. Bocian confirmed that was allowed up to a certain percentage of <br />the unit's value. <br />Commissioner Fox believed that there should be more ownership housing and added that the <br />pride of ownership was a keystone of American life. She would support more ownership units. <br />In response to Commissioner Maas's comment regazding making these programs more available <br />to Pleasanton residents, Mr. Bocian noted that the City generally did a good job in publicizing <br />these programs through written literature and the Web. He noted that many people ask staff <br />about the rental and ownership programs and added that they received over 3,000 applications <br />for the Bernal ownership homes. <br />No action was taken. <br />6. PUBLIC HEARINGS AND OTHER MATTERS <br />a. PCUP-114, John Persineer <br />Application for conditional use permit approval to operate a martial arts studio within an <br />existing building located at 3688 Washington Avenue. Zoning for the property is PUD-C <br />(Planned Unit Development -Commercial) District. <br />Mr. Steve Otto summarized the staff report and described the proposed project. Staff believed <br />that the proposed use can be accommodated at this location without creating any adverse impacts <br />on the adjacent tenants. Staff did not believe there would be any noise impacts. The only time <br />when parking may be a concern would be between 4:00 p.m. and 6:00 p.m. on weekdays. <br />However, given the small class sizes and their orientation towazd family participation, he <br />believed that car-pooling would be likely. If pazking problems were to occur in the future, the <br />application maybe brought back to the Commission for review and possible conditions <br />mitigating the issue. Staff recommended approval of this project. <br />THE PUBLIC HEARING WAS OPENED. <br />In response to an inquiry by Ms. Nerland, John Persinger, applicant, concurred with the <br />conditions of approval. <br />PLANNING COMMISSION MINUTES June 23, 2004 Page 6 of 15 <br />
