minimum; since the ordinance has been in place, the 15 percent threshold with the rental units <br />has been exceeded. <br />In response to an inquiry by Chairperson Roberts regazding the nexus between affordable <br />housing fees and building units, Mr. Bocian advised that the City maintained aloes-income <br />housing fee. As part of the establishment of that fee, staff prepazed a detailed analysis that <br />attempts to develop a nexus that is based on a correlation between the gap of a mazket rental unit <br />and an affordable rental unit. The nexus attempts to project what would be necessary to fill that <br />gap over an extended period of time. Mr. Swift then supplied further information in explaining <br />the nexus between affordable housing fees and building units. <br />In response to an inquiry by Commissioner Fox regarding the current average affordable rent in <br />Pleasanton, Mr. Bocian replied that it ranged from $650-$980 per month for aone-bedroom unit. <br />Commissioner Fox inquired about the survey data included in the staff report and asked what <br />percentage of the cities that allowed inclusionary housing credits allowed them to be used within <br />one development for other types of housing. Mr. Bocian replied that he was not aware of the <br />number and that additional surveying would be necessazy. <br />THE PUBLIC HEARING WAS OPENED. <br />There were no speakers. <br />THE PUBLIC HEARING WAS CLOSED. <br />Chairperson Roberts polled the Commission with respect to increasing the minimum ratio for <br />affordable units. <br />The Commissioners generally agreed with the Housing Commission to retain the current ratio of <br />15 percent. <br />Chairperson Roberts advised that she would be strongly opposed to raising the ratio and noted <br />that the Commission has supported workforce housing and housing for first-time owners. She <br />did not wish to discourage attached or apartment housing. <br />Commissioner Fox noted that the Busch Property's affordable housing was provided in the <br />apartment units rather than throughout the entire development and inquired if this is consistent <br />with the ordinance. Mr. Bocian responded that while the ordinance requires the units be spread <br />throughout the entire development, a developer could submit an alternative plan. In this <br />instance, the units are in the apartment complex that was approved by the City Council. <br />Chairperson Roberts added that at the Commission's request, the developers built several smaller <br />duet houses. Mr. Bocian added that they were not considered to be affordable because the rental <br />prices were not regulated. <br />-- Regazding the options for affordable housing credits, Commissioner Arkin agreed that anything <br />out of the ordinary should be approved by City Council. <br />PLANNING COMMISSION MINUTES June 23, 2004 Page 4 of 15 <br />
