discovered, the drainage calculations should be redone and the drainage system revised as <br />- necessary to accommodate any additional spring water found in that azea. The City <br />Engineer was comfortable with that condition, and additional rigorous conditions would <br />require that construction be carried out in the engineer's presence. <br />Mr. Iserson advised that with respect to the changed building envelope, City Council has <br />previously approved modifying or eliminating building envelopes elsewhere in this PUD. <br />Staff believed that with the modification, the new structure would maintain adequate <br />setbacks to the rear and side property lines. Staff believed that the design and <br />geotechnical issues have been resolved with the modification of the location of the <br />secondary unit. <br />Mr. Iserson advised that the proposed structure would be consistent with the materials, <br />design, and colors of the existing house. He noted that second units are permitted uses in <br />the City and added that this structure met Code requirements. He noted that adequate <br />pazking was provided. Staff has not encountered complaints about second units from <br />neighbors in the past. <br />Staff believed the geotechnical issues had been properly addressed and added that <br />stringent conditions were in place for compliance with the geotechnical recommendations <br />during building permit plan check and construction. Staff recommended that the <br />Commission recommend approval of this item to the City Council, subject to the <br />conditions in the staff report. <br />In response to an inquiry by Chairperson Roberts, Mr. Iserson stated that he did not recall <br />a specific condition requiring the homes across the street to be single story. <br />THE PUBLIC HEARING WAS OPENED. <br />Marcy Wardrope, 2368 Gloria Court, noted that she lived on the north side of the <br />Zunigas' property and supported the proposed project. She believed the design was very <br />tasteful and complimented the applicants on their efforts to make it acceptable to the <br />neighbors. She noted that her concerns about drainage had been addressed and that the <br />V-ditches would alleviate the drainage issues between their houses. <br />Pam Blynn, 2328 Gloria Court, noted that her home was located south of the applicants' <br />home and added that she had encouraged the Zunigas to proceed with this project. She <br />believed it would be an excellent opportunity for a widowed person to continue to live on <br />her own property in the future. She believed the project had been designed very well and <br />did not have any complaints. She noted that the developer installed a channel near the <br />creek to catch the spring and that drainage was provided to the street. She noted that the <br />residents had a choice to build aone- or two-story home and added that it happened that <br />the residents chose single-story homes. <br />Janet Hamby, project architect, detailed the history of the project.
