• The site proposed for the former Marriott assisted-living facility (directly opposite <br />Andrews Drive and abutting the Rosewood Pavilion on one side and Old Santa Rita Road <br />on the other), is a potential high-density residential site with its proximity to the hospital; <br />however, something should be done about the boundary to the north which deals with <br />heavy equipment <br />The Commission then discussed the vazious sites and made the following points: <br />East Side <br />Staines Ranch <br />This is a great concept for senior living: market-rate senior housing with recreational <br />facilities in conjunction with affordable higher-density housing shazing the same common <br />space facilities. <br />• People living in Staples Ranch and working in Pleasanton would need to have street <br />access other than only by way of the freeway. <br />^ Housing would be too close to the Airport Protection Zone; jet traffic would increase <br />within the next two years and would cause a noise issue. <br />Hanson and Kiewit Proierties <br />^ The Hanson Property is suitable for senior housing with trails for hiking and walking as <br />well as the lake for fishing; does not impact schools. <br />• This area is not suitable for high-traffic generating development; to build high-density <br />units in an area with aLevel-of-Service "F" would worsen the traffic problem. <br />^ Assuming El Charro Road is extended, traffic studies would be necessazy for any <br />development on the property; traffic would be too heavy without the extension. <br />• No opposition has been expressed to the extension of El Charro Road; however, <br />cut-through traffic could still be an issue with vehicles exiting I-680 at Sunol Boulevard, <br />through First Street, Stanley Boulevard, and El Charro Road, to I-580. <br />Hacienda Business Park <br />Concern was expressed that maintaining the existing office square footage while adding <br />residential units would create traffic issues as well as impact schools; need to address the <br />jobs-housing balance with commercial-office-industrial entitlement. <br />This site is ideal for mixed-use with residential housing over retail development; <br />residents can walk to work, BART, and stores <br />PLANNING COMMISSION GENERAL PLAN UPDATE MINUTES, 3/4/2004 Page 10 of 13 <br />
