She also felt it has to be done <br />now If it doesn't happen now, it probably will not happen in the future. On the issue of <br />design review by the Planning Commission for every house, she had difficulty accepting <br />that. This could be a good test for a process to have a workshop for the neighborhood <br />prior to the Zoning Administrator's approval. In put would be taken and if there are still <br />issues, the matter could be appealed to the Planning Commission. The massiveness of <br />the house could be addressed by the staff. That would avoid setting a precedent of <br />sending everything to the Planning Commission for design review. <br /> <br /> Mr. Tarver understood the process and could accept it, but that would elongate the <br />process. He felt the applicant would be better served to just go before the Planning <br />Commission. <br /> <br /> Ms. Ayala asked about the number of houses for this property. How did Mr. <br />Bozorgzad go from wanting to build one house to coming back with a plan for four <br />houses. <br /> <br /> Mr. Swift said the North Sycamore Specific Plan had been approved and Mr. <br />Bozorgzad would build his house and ultimately subdivide the other three lots. When <br />Greenbriar entered the picture it provided a new east/west street, sewer and water lines, <br />etc. Mr. Bozorgzad had wanted to build his house on his lot at the top of the hill to get <br />utility infrastructure from San Carlos Way. With the connection of San Carlos Road, his <br />plan is still to build his house, however the development plan has to show where his lot <br />and future lots will be and how access will fit in relation to the overall scheme. <br /> <br /> Ms. Ayala inquired about the location of the path and whether it was in front of <br />someone's house. <br /> <br /> Mr. Swift explained that as currently shown, the path would run along the edge of <br />the top lot on the Bozorgzad property. Whether it is in front, side or rear, depends on <br />how Mr. Bozorgzad chooses to design and locate his house. He felt the practical way to <br />build the trail in order to meet Mr. Bozorgzad's desires for his lot was to run the trail <br />down the property line, whether slightly on the Bach property or the Bozorgzad property, <br />or both. If the Bach property is subdivided in the future, then the large parcel becomes <br />two and a street of some sort would be extended further up the hill to provide access to <br />the upper lot and the path connection would be much shorter. However it is tmknown <br />how the Bach property will subdivide. <br /> <br /> Mr. Tarver asked for a suggestion regarding Condition #8 to say the construction <br />of the pedestrian path will be in conjunction with the issuance of the first building permit. <br />His only concern was that the path be constructed soon.
