Her previous objections at <br />the Planning Commission hearing involved the loss of the rural area and the safety of the <br />connector route. She urged definite planning for the fencing, lighting, etc. and did not <br />want to wait years for it. <br /> <br /> Jack Keane, 417 Sycamore Road, supported the Bozorgzad project. He indicated <br />the connector route was not clear in the North Sycamore Specific Plan. The plan merely <br />shows a dotted line. He thought there was to be a court closer to San Carlos Way and <br />that would provide a shorter connector route. At present, it appears to be a 600 foot <br />pedestrian way with hedges on the side. That type of path tends to lead to problems with <br />loitering and littering. He felt the Planning Commission had a good compromise to allow <br />part of the pathway now and the other part when Mr. Bach subdivides in the future. He <br />did not have a problem with construction on Saturday so long as Greenbriar is still <br />working there. He urged Council to allow Mr. Bozorgzad to complete his house as soon <br />as possible. <br /> <br /> Kristi May, 5833 San Juan Way, supported having a path. It has always been in <br />the plan and the property owners should have been aware of the location on their <br />properties. Through all the negotiations with Greenbriar, they were assured there would <br />be a pathway that cuts through. She did not like having construction starting at 8:00 a.m. <br />on Saturday. She felt it was very disruptive. She also believed the house design should <br />be reviewed by the Planning Commission. This is a very large house that is out of <br />character with the area. She believed it was to be approximately 7,000 sq. ft. She felt <br />that many of the people supporting this application will be leaving in the future because <br />the area will have changed from a rural environment. However, she and her neighbors <br />plan to stay. <br /> <br /> Mr. Bozorgzad agreed the pedestrian pathway has been a point of discussion since <br />he bought the property. He has also wanted a better understanding of that dotted line. At <br />the beginning, neighbors on San Carlos did not want the access and staff felt that by the <br />time the plan is approved it might be possible to have it removed. As the Greenbriar <br />project was developing, staff suggested he file an application to have the path removed, <br />which he did. He was told to contact the neighbors on San Carlos and Sycamore to <br />determine what they wanted. Most people signed a petition to say they did not want it. <br />He did not talk to people on San Juan Way. Six months later there was a neighborhood <br />meeting and none of the people who signed the petition attended, but many who lived on <br />San Juan Way wanted the path and did attend. He withdrew his application to remove <br />the path. He discussed privacy issues with his path and then talked to the planning staff <br />to find a way to relocate the path. He talked to Mr. Bach about the location of the path. <br />Mr. Bach had concerns about people walking by his horses and the 600 ft. easement. <br />Other locations were explored and a compromise was reached. He described the current <br />proposal. He feels he has done everything he can to deal with the neighbors' concerns <br />and has even rotated his house 180 degrees to give more privacy to satisfy his wife's <br />concerns. This is a good process, but unfortunately it sometimes pits neighbor against <br />neighbor. He agreed to construction on Saturday, from 9:00 a.m. to 3:00 p.m. so people <br />do not get wakened early. But he did need to have construction on Saturday.
