resulting discrepancy between the fence location and the line location must be resolved in <br />conjunction with the map. <br /> <br />Ms. Nerland wished to clarify that the City cannot force the Greenes to giye up some of <br />their property through a lot-line adjustment. The survey and parcel map process will <br />determine the lot line, and if the Bozorgzads, Lambs, and Oreenes decide on a mutual <br />shifting of that line, the City would process that lot-line adjustment. <br /> <br />In response to an inquiry by Commissioner Roberts regarding the storm water runoff as it <br />concerned the Greenes, Mr. Jost replied that the concrete V-ditch would terminate at <br />Sycamore Creek, and would go through any controls required by Fish & Game or other <br />environmental agencies. He added that Sycamore Creek was part of the storm drain. <br /> <br />In response to an inquiry by Commissioner Roberts whether solid fences were allowed on <br />the hill, Mr. Pavan replied that open fencing would be placed at the property line at the <br />request of the Greenes; the solid fencing would be allowed along the side property lines. <br />Conunissioner Roberts requested that the solid fencing be changed because it was going <br />up a hill. <br /> <br />THE PUBLIC HEARING WAS OPENED. <br /> <br />Ed Lamb, Jr. 446 Sycamore Road, applicant, noted that he planned to build a home for <br />his family on one of the subdivided lots and that his father planned to do the same. He <br />acknowledged that the pathway had been a major issue from the beginning, and he <br />wished to clarify that he did not apply for the amendment to remove the sidewalk. After <br />speaking with the neighbors, he believed that they had good reasons to warrant <br />consideration of its removal. He noted that they were not requesting any variances on the <br />project and deliberately stayed within the standards of the North Sycamore Specific Plan; <br />they also made some concessions to the neighbors with respect to additional setbacks, <br />fencework, and lower elevations of some of the homes. He asked the Commission to <br />provide some objective feedback and guidance regarding the outstanding, unresolved <br />issues. <br /> <br />In response to Commissioner Blank's question regarding the connection of the northern <br />part of the trail to the existing southern portion, Mr. Lamb stated that the connection went <br />over what would be their and their neighbor's private driveway. There will not be a <br />sidewalk on the private driveway. <br /> <br />In response to an inquiry by Commissioner Blank whether the path would cross all three <br />of the driveways, Mr. Lamb replied that the shortest point to the southern section of the <br />sidewalk would be largely in front of the entrance to the Bozorgzads' home. The <br />driveway would be a shared private driveway. <br /> <br />Hoss Bozorgzad, 6056 Sycamore Terrace, noted that this project had a ten-year history <br />that had become problematic and detailed its history. He noted that the changes made to <br />his home during the construction phase had become very expensive.
