The Planning Commission recessed for a break at 8:03 p.m. <br /> <br />Commissioner Roberts reconvened the meeting at 8:11 p.m. <br /> <br />6. PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />PUD-42/PSP-8, Earl Bach, Karen Bach~ Ed Lamb, Sr, and Ed Lamb~ Jr. <br />Application for PUD development plan approval to allow a four-lot development <br />consisting of three new homes and one existing home and for an amendment to <br />the North Sycamore Specific Plan to consider eliminating a public trail <br />connection between Sycamore Terrace and San Carlos Way on a 1.84-acre site <br />located at 446 Sycamore Road in the North Sycamore Specific Plan Area. Zoning <br />for the property is PUD-LDR (Planned Unit Development - Low Density <br />Residential) District. <br /> <br />Mr. Pavan summarized the staffreport and described the layout of the proposed use. The <br />proposed project involved three new homes plus one existing home on four lots of <br />varying sizes: 19,000, 24,000 and 18,000 square feet. The guidelines control the <br />building, landscaping, and site designs for the individual lots and setback standards, as <br />well as completion of the pedestrian sidewalk required by the North Sycamore Specific <br />Plan linking Sycamore Terrace with San Carlos Way. The proposal also includes <br />PSP-08, an amendment to the North Sycamore Specific Plan which would delete the <br />proposed pedestrian sidewalk from the Specific Plan, therefore deleting the relevant <br />conditions from the proposed project. <br /> <br />Staff notes that the applicant proposed to construct a sidewalk for this project from the <br />beginning of the application process, in conformance with the Specific Plan. The <br />applicant has stated repeatedly to staffthat he will continue to install the sidewalk at his <br />expense unless directed otherwise by the City. From the beginning of the application <br />processing, staff understood that there could be very substantial neighborhood opposition <br />to the sidewalk, thereby potentially resulting in a direction to delete the sidewalk from the <br />project and the Specific Plan. The existing lot (Parcel 1) would take access offof <br />Sycamore Creek Way; the other three lots would take access off of Sycamore Terrace, a <br />private street. Although the Specific Plan permits developer to pipe the relevant portion <br />of the creek right-of-way, the applicant has chosen to keep it in its natural state. Setbacks <br />are applied to keep development and construction away from the creek in order to protect <br />and preserve it. <br /> <br />Mr. Pavan noted that copies of the Specific Plan maps as well as the North Sycamore <br />Specific Plan circulation map are included in the packet; they demonstrate that the <br />pedestrian sidewalk was stipulated by the Specific Plan. He wished to correct an error in <br />the body of the staff report, noting that there presently exists a combined 12-foot-wide, <br />rather than a 10-foot wide, public trail easement and public service easement. <br /> <br />PLANNING COMMISSION MINUTES February 9, 2005 Page 8 of 22 <br /> <br /> <br />
