Alternative 2, was to award the project to the second lowest responsible bidder (the low bidder <br />had requested relief from his bid due to a mathematical error) and to provide an additional <br />$900,000 to the project budget. Due to the budget impact and the limited service area, this <br />alternative was not considered viable. <br /> <br />Alternative 3, recommended by staff and approved by Council, was to reject all bids and <br />redesign the project to reduce costs.
