Alternative 2, was to award the project to the second lowest responsible bidder (the low bidder had requested relief from his bid due to a mathematical error) and to provide an additional $900,000 to the project budget. Due to the budget impact and the limited service area, this alternative was not considered viable. Alternative 3, recommended by staff and approved by Council, was to reject all bids and redesign the project to reduce costs. Some of the cost reduction measures included the removal of non-essential amenities such as the paving of the parking areas adjacent to the pump stations, the use of less architectural appealing elements to the exterior of the pump station buildings (the buildings are located in fairly remote areas along the private-gated road -- Santos Ranch Road -- which receives very little drive-by traffic), the removal of underground pipe raceways, and using a bolted water tank instead of a new welded tank. Staff recommends that Tetra Tech be directed to redesign the pump stations as described above to reduce the project's overall construction costs to the maximum extent practicable.
