The "Existing" LOS are based on actual counts of vehicles making each movement at the <br />intersection during the peak periods. These data are from 2003. The LOS at each <br />intersection is further based on the existing signal timing which, for some intersections, is <br />not optimized for that intersection but, rather, for a series of signals (e.g., along Hopyard <br />Road, where signal timing is designed to optimize through traffic over its full length <br />rather than unconnected intersections). <br /> <br />The "Existing Plus Approved" LOS is based on traffic model-generated intersection <br />volumes and movements, with the LOS calculated as optimized for that single <br />intersection. (It is neither feasible nor worthwhile at this stage to attempt a conceptual <br />route optimization.) This may lead to slightly different delay when compared to <br />"Existing," but it should not be significantly different. <br /> <br />EXISTING CONDITIONS <br /> <br />Intersections <br /> <br />Tables 1 and 2 show the existing LOS at all 127 counted intersections along arterial streets in the <br />morning and evening "peak hours," respectively. These tables show delay by intersection leg as <br />well as for its overall delay. In the moming, 88 percent of the intersections operate at LOS C or <br />better; in the afternoon, a similar 87 percent of the intersections operate at LOS C or better. In <br />the morning, eight percent operate at LOS D, and four percent are at LOS E/F.
