The "Existing" LOS are based on actual counts of vehicles making each movement at the
intersection during the peak periods. These data are from 2003. The LOS at each
intersection is further based on the existing signal timing which, for some intersections, is
not optimized for that intersection but, rather, for a series of signals (e.g., along Hopyard
Road, where signal timing is designed to optimize through traffic over its full length
rather than unconnected intersections).

The "Existing Plus Approved" LOS is based on traffic model-generated intersection
volumes and movements, with the LOS calculated as optimized for that single
intersection. (It is neither feasible nor worthwhile at this stage to attempt a conceptual
route optimization.) This may lead to slightly different delay when compared to
"Existing," but it should not be significantly different.

EXISTING CONDITIONS

Intersections

Tables 1 and 2 show the existing LOS at all 127 counted intersections along arterial streets in the
morning and evening "peak hours," respectively. These tables show delay by intersection leg as
well as for its overall delay. In the moming, 88 percent of the intersections operate at LOS C or
better; in the afternoon, a similar 87 percent of the intersections operate at LOS C or better. In
the morning, eight percent operate at LOS D, and four percent are at LOS E/F. In the afternoon,
eight percent are at LOS D, and seven percent are at LOS E/F.

TABLE 3
SUMMARY - EXISTING LEVEL-OF-SERVICE

:L~el-of. se~ice/
Number of Percent of C~i~ti~ Number Of Percent of cumulative
Intersections Intersections Intersections Intersections percent
A <- 10 seconds 55 45% 45% 44 35% 35%
B >10 and_<20 seconds 35 28% 73% 46 36% 71%
C >20 and <35 seconds 18 15% 88% 20 16% 87%
D >35 and <-55 seconds 10 8% 96% 10 8% 95%
E >55 and <_80 seconds 4 3% 99% 4 3% 98%
F >80 seconds 1 <1% 100% 3 2% 100%

SR 05:070
Page 3
