This report presents the existing situation and projects the <br />situation as a result of development of approved projects. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />At the January 25, 2005 meeting, the City Council directed staff to follow the "Option B" <br />process for reviewing possible changes to the Circulation Element. This process begins by using <br />the existing roadway network and conditions as a starting point, then adds approved projects to <br />show how the circulation system would handle that additional traffic. The next steps would then <br />be Council-directed exploration of street network, land use, and other types of "mitigations" to <br />arrive at alternatives which could then be comprehensively reviewed. This report focuses on the <br />first steps, establishing the "Existing" and the "Existing Plus Approved" conditions. It also <br />includes a fuller description of what is meant and experienced by the "levels-of-service" <br />descriptors used to characterize traffic conditions in order to respond to Council-Commission <br /> <br />SR 05:070 <br />Page 1 <br /> <br /> <br />
