Program 12.1: <br /> Promote the development of bicycle, equestrian, and hiking trails in accordance <br /> with figure III-9 of the Circulation Element. <br /> <br /> Program 12.2: <br /> Promote the connection of public places through the extension of bike and <br /> pedestrian trails. <br /> <br />Thus, staff believes that the acquisition of a portion of the Vinson property would be consistent <br />with the goals, policies, and programs of the General Plan. <br /> <br />The grant proposal from EBRPD requests $ 450,000 of the fund to be used toward the purchase <br />of the property. The total project costs are $941,000, with $491,000 being secured by other <br />funding sources as noted in the attached project application (Exhibit B). Although the location <br />of the subject property is within the County's jurisdiction, the grant funds are being requested <br />from the Pleasanton portion of the settlement. The method of fund usage is based on the <br />boundaries established in Exhibit C and the assessment of what jurisdiction(s) would most <br />benefit from the proposal. In this case, the project is located within the Pleasanton boundary of <br />Exhibit C, and the City of Pleasanton would be the main beneficiary of the proposed acquisition. <br />When the land acquisition is complete, the property would be owned by the EBRPD. <br /> <br />The advisory committee recommends that the Council support the grant proposal for EBRPD as <br />required by Section 7.4.4 of the Altamont Settlement Agreement. This section states that <br />affirmative action on the recommendations shall be required by the Board of Supervisors and the <br />Pleasanton City Council for the expenditures in the western area. Action on the <br />recommendations shall be taken by both bodies within sixty (60) days of the Committee's <br />submission of its recommendations to the County and the appropriate city. The cities and <br />County shall determine only whether the recommendations are consistent with the criteria set <br />forth in Subsection 7.4.2, which outline the following project criteria: First priority for the <br />acquisition of land should go to land having significant value for preservation of native <br />biological diversity and/or wildlife habitat, and second priority of land acquisition should go to <br />properties having significant value for visual character and/or non-motorized recreation. In <br />addition to the desired land value as described above, a land acquisition proposal cannot be a <br />requirement set forth as a condition of approval or where such acquisition would otherwise <br />directly facilitate development of open space. Staff believes that these criteria are met with the <br />EBRP's proposal for acquisition of a portion of the Vinson property. <br /> <br />FISCAL IMPACT <br /> <br />There is no fiscal impact to the General Fund. The source of funding for this program is through <br />a fee collection process based on tonnage entering the Altamont Landfill allocated to the <br />Altamont Settlement Agreement, Open Space Account.
