The grant process ensures this <br />requirement is satisfied at the time of proposal review. <br /> <br />Grant Proposal <br /> <br />In October 2004, the East Bay Regional Park District (EBRPD) submitted a grant request to the <br />advisory committee for review and consideration. The grant would enable the acquisition of land <br />to expand the established open space boundary and to preserve critical habitat and wildlife <br />corridors. The advisory committee has reviewed the proposal based on its merit and its public <br />benefit. <br /> <br />On January 28, 2005, the City of Pleasanton representative on the committee, Mayor <br />Hosterman, and members from Sierra Club and the Board of Supervisors unanimously agreed to <br />approve the EBRDP grant application. <br /> <br />In accordance with the settlement agreement, the organizations affected by the proposed project <br />need to determine that the recommendations for the expenditure is consistent with the settlement <br />agreement and to authorize the County to release the appropriate funds to the grantee. <br /> <br />DISCUSSION <br /> <br />The EBRPD proposal for the acquisition of a portion of the Vinson property is 106 acres of open <br />space located in a portion of Devaney Canyon at the northern boundary of Pleasanton Ridge <br />Park. The property is located in unincorporated Alameda County and within Pleasanton's <br />Planning Area. The property contains sensitive riparian habitat and a wildlife corridor. In <br />addition to preserving the habitat and wildlife corridor, this particular land acquisition would <br />provide a key linkage for trail and emergency access to the north end of Pleasanton Ridge Park. <br /> <br />The review of the proposal involved a submittal package and a presentation by the EBRPD, and <br />input from the staff assigned to attend the committee meetings, committee members, and <br />members of the public in attendance. Staff believes that the proposal is consistent with several <br />goals, policies, and programs of the General Plan Land Use and Conservation/Open Space <br />Elements, including the following: <br /> <br />Land Use <br />Goal 1: <br />To achieve and maintain a complete well-rounded community of desirable neighborhoods, a <br />strong employment base, and a variety of community facilities. <br /> <br /> Policy 10: <br /> Preserve open space areas for the protection of public health and safety, the provision of <br /> recreational opportunities, use for agriculture and grazing, the protection of natural <br /> <br />SR 05:062 <br />Page 3 of 6 <br /> <br /> <br />
