pL ASPtNTONo City Council
Staff Report

March 1, 2005
Planning Department

SUBJECT: Altamont Landfill Settlement Agreement/Land Acquisition

STAFF RECOMMENDATION:

Staff recommends that the Council:

1. Determine that the EBRPD proposal for acquisition of a portion of the
Vinson Property (Devaney Canyon) qualifies for funding under the criteria
established by the settlement agreement for the Alameda County Altamont
Landfill Open Space Fund.

2. Authorize the following:
a. The County of Alameda to disburse the appropriated funds for payment
to EBRPD, the grantee, from the Altamont Settlement Agreement, Open
Space Account; and
b. The City Manager to effectuate any transactions associated with this
project on behalf of the City Council.

SUMMARY:

On January 28, 2005, the Altamont Landfill and Resource Recovery Facility Open
Space Advisory Committee approved a grant request from the East Bay Regional
Park District (EBRPD) implementing the terms of the Altamont Settlement
Agreement. The EBRPD proposes to acquire a portion of the Vinson property
consisting of approximately 106 acres located in the Devaney Canyon at the
northern boundary of Pleasanton Ridge Park, in the unincorporated Alameda
County. The acquisition of this open space corridor preserves the habitat and
wildlife corridor and provides a key linkage for trail and emergency access to the
north end of Pleasanton Ridge Park.
The grant proposal from EBRPD requested $ 450,000 to be used toward the
purchase of land. The funding will be withdrawn from the City of Pleasanton's

SR 05:062
