PUD-96-10. Ponderosa Homes <br />Application for prezoning to a PUD (Planned Unit Development) - Medium Density Residential <br />District and for PUD development plan approval for a 364-unit, single-family residential <br />development on a 92-acre parcel located at 3380 and 3450 Mohr Avenue. The project site is <br />bordered on the north by Mohr Avenue, on the south by Busch Road, on the west by existing <br />single-family residential lots, and to the east by Kaiser Sand and Gravel Company. The <br />Planning Commission will also consider the Negative Declaration prepared for this project. <br /> <br />. <br /> <br />Mr. Iserson presented the staff report on the application for the prezoning of the Ponderosa Homes <br />site to PUD (Planned Unit Development) - Medium Density Residential and the PUD development <br />plan approval for a 364-unit, single-family residential development located on an approximately 92 <br />acre parcel. Mr. Iserson advised that tonight's meeting will consist of a public hearing and an <br />opportunity for the Planning Commission to ask questions of staff. The matter will be continued to <br />January, 1997. Mr. Iserson noted the neighbors of the project still have concerns. <br /> <br />Mr. Iserson described the location of the project, being located between Mohr A venue, Busch Road, <br />and Valley Avenue. The project has a mix of densities: 14 acres of low density, 66 acres of <br />medium density, 6 acres of high density and 6 acres of park. This area was reviewed by the Steering <br />Committee during the General Plan Update. <br /> <br />The medium density rate is four units per acre or five units per acre if it incorporates a superb <br />traditional design. Mr. Iserson explained that the General Plan established a holding capacity of 392 <br />units for this site. Since that time, the City has discussed with Ponderosa the possibility of acquiring <br />4.8 acres adjacent to the OSC for expansion purposes. The holding capacity would then become <br />368 units. The proposed units totals 364. If the 4.8 acres is not acquired by the City, the applicants <br />are proposing a total of 378 units. Under either scenario, the project is somewhat lower than the <br />maximum holding capacity approved in the General Plan. <br /> <br />The General Plan also speaks to saving the older homes on the property, providing larger lots with <br />generous setbacks from Mohr Avenue, landscaping at least three acres of the Iron Horse Trail, and <br />providing a six acre neighborhood park. <br /> <br />. <br /> <br />Plannin& Commission Minutes <br /> <br />Page 6 <br /> <br />December 11, 1996 <br />
