Me-N-Ed's Pizza <br />Application for a conditional use permit to sell beer and wine from 11:00 a.m. until 11:00 p.m., <br />Sunday through Thursday, and 11:00 a.m. to 12:00 midnight, Friday and Saturday, for the Me- <br />N'-Ed's Pizza Parlor located at 4270-C Rosewood Drive. Zoning for the property is PUD <br />(Planned Unit Development) - C (Commercial) District. <br /> <br />Mr. Iserson presented the staff report on the conditional use permit to allow beer and wine sales after <br />10 pm and the installation of three arcade games in conjunction with a proposed pizza parlor located <br />at 4270-C Rosewood Drive in Phase II of the Rose Pavilion shopping center. The Central <br />Commercial zoning states the sale of beer and wine after 10 pm classifies an establishment as a bar <br />and must have a conditional use permit to do so. The restaurant would occupy 2800 sq. ft., have <br />a seating capacity of 99, and beer and wine will be sold during the hours of Sunday-Thursday, 11 <br />am to 11 pm and Friday-Saturday, 11 am to midnight. <br /> <br />Currently TGI Friday's is in the same shopping center and already sells beer and wine. The <br />proposed pizza parlor would cOmplement the Galaxy movie theater. Staff does not see a conflict in <br />land use compatibility. Parking has not been a problem recently, and staff does not feel the proposed <br />application will cause an extreme increase in parking. <br /> <br />. <br /> <br />No opposing comments have been received from any other tenants. Staff feels the use permit <br />findings can be made and recommends approval of this application subject to the conditions of the <br />staff report. <br /> <br />Commissioner Wright stated the parking is very limited on weekends in this parking lot. Mr. Iserson <br />noted that if the applicant did not serve beer and wine after 10 pm, this application would not come <br />before the Commission. A general discussion ensued regarding the parking situation. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Theresa Kruger, Spieker Properties, acknowledged they are aware of the parking situation at <br />Rosewood Pavilion and have tried to take steps to alleviate the parking overload. They have had <br />security overseeing the parking lot. The movie theater does cause heavy parking use. The speaker <br />is anxious to have the pizza parlor become part of their shopping center. <br /> <br />Gerald Krause, 1252 West Scott, Fresno, represented the application for Me-N-Ed's Pizza. Their <br />peak hours of operation are after regular retail business hours. About 50% of their business is <br />delivery, 25 % of their business is take-out and the remaining 25 % of their business is sit-down <br />restaurant service.
