<br />. <br /> <br />. <br /> <br /> <br />. <br /> <br />Commissioner McGuirk inquired about the wrought iron window planters. He feels there is nothing <br /> <br />to protect pedestrians from the mess or dripping water other than the awnings. Me. Iserson feels that <br /> <br />flower pots don't require much water and conditions of approval speak to the maintenance of the <br />awnings. Commissioner McGuirk feels the wrought iron planters will add character to the flat wall. <br /> <br />" <br /> <br />Combining the two parking lots was discussed. Commissioner McGuirk expressed that he would like <br />to have some landscaping retained between the two lots. <br /> <br />Commissioner Dove inquired about the use of elevators to the second floor apartments. Me. Iserson <br />stated the Code requires elevators in a building with at least twenty units. Commissioner Cooper <br />feels the elevator would be a nice amenity to the residents. <br /> <br />Commissioner McGuirk inquired of Commissioner Dove about his request to move the trash <br />enclosure. Commissioner Dove commented his request stemmed from the fact that most of the trash <br />would come from restaurant uses, and he was concerned of the smell, insects, etc. being so close <br />to the residential units. <br /> <br />Chairwoman Barker discussed with staff the calculation for parking. No restaurant use was <br />calculated in the parking figures. She is concerned that there is not enough parking for this project. <br />Mr. Iserson feels adequate space will be provided when the lot is combined with the Bank of <br />America parking lot. Further, people tend to park on Main Street. Staff is comfortable that there <br />will be sufficient parking. <br /> <br />Staff advised the Commission that a letter from Chris Beratlis was received stating concerns with the <br />parking aspect of the project. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Michael Goldsworthy, Hallmark Design Group, 3860 Blackhawk Rd., Danville, represented the <br />applicant and feels they are in general conformance with the staff report and conditions of approval. <br />The applicant has agreed to pay the in-lieu parking fees, the negotiations with the Bank of America <br />officials seem very promising. However, he wanted to address the issues of the planters. The <br />applicants do not feel they are appropriate because the addition of the planter is compounded by <br />issues of fire egress from the windows, making the planter swing away from the wall, water supply, <br />water drainage, etc. The applicants are not in favor of the planters or gratings on the windows, <br />however, they would be willing to work with staff. <br /> <br />Regarding the relocation of the trash enclosure, the applicants are opposed to relocating the trash <br />enclosure to the parking lot. The new trash enclosures now require doors, walls, ventilation, <br />sprinklers, sewers, grease/oil separators, etc. The applicants are trying to keep the parking area <br />open and the combining of the two parking lots may cause it to be relocated again. With the <br />requirement of sewers, separators, etc" it is not easy to relocate the trash enclosure. The applicants <br />feel it will be inconvenient for the residents and tenants to walk across the parking lot to the trash <br />enclosure. In response to Commissioner Cooper, Mr. Goldsworthy thought it would be possible to <br />run the ventilation pipe to the roof if left in its current placement. He also advised that a condition <br />of approval states that a restaurant use cannot wash their mats in the parking lot.
