James Griffin <br /> <br />Application for design review approval to construct an approximately 2,794 square foot, two- <br />story single family residence located at 4613 Mirador Drive (Lot 38 within the Bonde Ranch <br />Subdivision). Zoning for the property is PUD (Planned Unit Development) - MDR/LDR/RDR <br />(Medium Density Residential/Low Density Residential/Rural Density Residential) District. <br /> <br />Mr. lserson presented the staff report on the application for the request for a design review approval <br />to allow the construction of an approximately 2,794 sq. ft. two-story, split-level house located at <br />4613 Mirador Drive (within the Bonde Ranch Development). This design review is being referred <br />to the Planning Commission because staff received neighbor opposition to the house design. <br /> <br />This lot was designated as a custom lot by the City Council during their review of the Shapell project <br />due of the topography of the lot. It has grade change from front to back and side to side, there are <br />three significant oak trees on the site and a creek fUns through the site. This lot would not <br />accommodate a regular flat pad Shapell home. The lot is approximately 28,000 sq. ft. <br /> <br />. <br /> <br />Mr. Iserson described the house which is designed as a split-level house in accordance with the <br />topography of the lot. The upper floor has the living areas and an angled two car garage to avoid <br />the heritage oak trees. The lower level includes a finished basement and large, single space garage <br />which the applicant would use to park his recreational vehicle. This garage has a larger-than-normal <br />door and a rear garage door out to the rear yard. The design of the house is fairly traditional. It <br />uses horizontal masonite wood siding, brick wainscot and a cement tile roof. The house color is <br />medium beige with a gray blue trim and light beige window and door trim. <br /> <br />The two letters of opposition received by staff are included in the Planning Commission packet. <br />Their concerns include a two-story home would impact the privacy of the adjacent homes, <br />surrounding homeowners were assured by Shapell that all the houses located along the west side of <br />Mirador Drive would be single-story, they feel the proposed architectural style is not contemporary <br />looking, and the RV garage would be unattractive and not fit in the area. <br /> <br />Staff reviewed the house with respect to the development standards of the PUD and the design <br />guidelines for the Bonde Ranch subdivision. As far as the development standards are concerned, <br />they are achieved with this proposal. The Bonde Ranch PUD specifically addresses this lot regarding <br />the building height. The rear of the house could be 1-1/2 to 2 stories as long as the roof ridge of <br />the rear did not extend above the roof ridge of the front. This condition is in response to the <br />topography of the lot. This has been achieved with the proposed development plan. The applicant <br />has achieved a little grading as possible by siting the house well back from the creek and the drip <br />lines of the oak trees. <br /> <br />As to the single-story limitation on Mirador. this requirement pertained to the Shapell homes only, <br />not the custom lots. <br /> <br />. <br /> <br />The building designs and materials are varied in this neighborhood, and staff feels this house would <br />fit quite well in the neighborhood. <br /> <br />Planning Commission Minutes <br /> <br />Page 2 <br /> <br />August 28, 1996 <br />
