The buildings will have a stucco finish with heavy score lines, awnings, pilasters, arches, <br />and a roof cornice feature. A minor issue is that staff prefers to see more glass treatInents on the <br />front of the buildings. Staff is suggesting either a normal storefront window or a built-out glass <br />display area. <br /> <br />Staff passed a color board for the Commission's review. <br /> <br />The applicant has agreed to additional landscaping in the parking lot and better screening of the <br />drive-through lane at In-n-Out Burger. The applicant wishes to keep the existing 32 ft. pylon sign, <br />however, redesign it, add a few more tenant names, and add three feet in height. The new design <br />will be consistent with the height and number of tenant names currently used in the pylon signs for <br />WalMart and Metro 580. <br /> <br />Regarding the building signs for the two major tenants, staff indicated that Condition 18-b-ii be <br />changed to allow 3 feet upper case letters and 30 inch lower case letters. In-n-Out Burger has <br />proposed four building signs. and staff is suggesting removing the north elevation sign. The <br />applicants want that sign for freeway visibility; therefore, staff suggests removing the sign over the <br />west elevation (the drive through lane). <br /> <br />Staff feels the project is well designed, feels the use is appropriate for the site, complements the <br />existing shopping center across Johnson Drive, and will continue working with the applicant on the <br />abandonment of Johnson Court. Staff recommends approval of this application, subject to the <br />conditions of approval. <br /> <br />In response to Commissioner Dove, it was noted that the delivery areas for CompUSA and Beverages <br />& More are depressed loading areas. The smaller shops could take deliveries through the front <br />doors, but the loading dock has been designed to accommodate deliveries for those stores, as well. <br /> <br />Commissioner Cooper inquired what, if any, recourse Denny's would have if the left-turn median <br />is vacated. Me. Iserson advised the abandonment of Johnson Court and the left-turn median access <br />are independent issues. Regarding the left turn exit, it would be a health & safety issue with the <br />City. The City has the right to maintain the streets in a safe manner as long as ingress and egress <br />are provided. Commissioner Cooper is concerned about Denny's access since they have been here <br />for a long time. It may be possible to have access provided through the Reynolds and Brown <br />development. Me. Iserson noted Denny's customers can turn right onto Owens and make a U-turn <br />at Johnson Drive. <br /> <br />Commissioner Barker inquired whom would pay for the improvements to the frontage. Staff advised <br />the improvements would be paid through the NPID. Me. Beougher advised the left-turn is somewhat <br />of a problem at this time.
