Viacom Storal!e Yard
Application for a conditional use permit and design review approval to operate an outdoor
storage yard for electrical construction supplies on a lot located at ~'44 Old Santa Rita Road.
Zoning for the property is C-S (Commercial-Service) District.

Mr. Iserson presented the staff report on the application for a conditional use permit and design
review approval to operate an outdoor storage yard for electrical construction supplies located at
3744 Old Santa Rita Road. The property is zoned C-S (Commercial Service) District.

Viacom is doing an expansion project in Pleasanton which will last about one year. During this
expansion period, they will need to have a storage yard for their supplies. They have found the
subject lot on Old Santa Rita Road. Viacom will cover the yard in pea gravel, enclosed the site with
six foot chain-link fencing and have also agreed to do some planting of shrubs along the Old Santa
Rita Road frontage. It has been the policy of staff to allow temporary uses to not install permanent
improvements; there is also some flexibility added if the expansion project takes longer than one
year. If the applicants do want to make this a permanent storage facility, staff will then require
Viacom to install permanent improvements, e.g., paving, complete landscaping, drainage, etc.

Staff finds that the conditional use permit findings can be met and recommends approval of this
application subject to the conditions of the staff report.

In response to Commissioner Cooper, Mr. lserson advised that the barbed wire is on top of the
chain-link fence.

PUBLIC HEARING WAS OPENED

There were no public comments on this matter.

PUBLIC HEARING WAS CLOSED

Commissioner Cooper is concerned about the appearance of the barbed wire on top of the chain-link
fence. Staff advised the proposed fence would not be out-of-character for this area as other
companies have this particular type of fencing.

Commissioner Wright motioned, seconded by Commissioner Dove, making the conditional use
permit findings and approving Case UP-96-39/Z-96-178, subject to the conditions of approval
listed in Exhibit B.

ROLL CALL VOTE
AYES: Commissioners Barker, Cooper, Dove, Wright and Chainnan Lutz

NOES: None
ABSENT: Commissioner McGuirk
ABSTAIN: None

Resolution No. PC 96-57 was entered approving UP-96-39/Z-96-178, as motioned.

Planning Commission Minutes

Page 2

August 14, 1996
