<br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Commissioner Cooper inquired if the adjacent parking structure could be used, and staff advised that <br />it is for the adjacent property owners only. <br /> <br />Mr. Iserson also stated that the noise generated by the HV AC fades to non-noticeable at the property <br />lines above the ambient noise in the area. In further discussion, Mr. lserson stated the HVAC is <br />behind a parapet and there is a great distance between the HV AC unit and the residential area as well <br />as a masonry soundwall. <br /> <br />Me. Hirst made rebuttal comments. He spoke about communication with respect to this project. Me. <br />Garrett was given three opportunities to meet with Me. Hirst which he declined, and only talked with <br />Me. Hirst the Monday before this meeting. Me. Hirst noted that he and staff talked frequently <br />throughout the project and on several occasions many times in one day. Mr. Garrett's opposition <br />is the only opposition coming from the residential neighborhood. Me. Hirst feels the neighborhood <br />anticipates this type of development since there were no negative comments received for the <br />PeopleSoft and the CM + projects. <br /> <br />Mr. Hirst advised that the only manufacturing done on the site is the production of the artificial vein <br />material. All other components are manufactured off-site, and are then brought to the site where <br />they are assembled and tested before shipment. <br /> <br />Regarding the parking at BofA, Me. Hirst feels the comments attributed to Me. Fucci were <br />misleading and urged the Commissioners to ask Me. Fucci his opinion of the project. Depending <br />on the method of calculation for parking, it is more or less adequate for build-out in the year 2000. <br />Me. Hirst's recent counting of cars in the BofA lot has been between 12 and 19 cars. Staff has <br />calculated that the bank needs 26 spaces, and there are 60 at present; it is a judgment call to be made <br />by the Commissioners whether there is adequate parking available. <br /> <br />Me. Hirst believes the previously-approved PUD for restaurants and retail will take more parking <br />space than is required by Thoratec and the traffic, noise, delivery truck traffic, etc. will be greater <br />with a higher turnover of vehicles throughout the day, and will last longer throughout the day and <br />evening from a restaurant/retail center than it will from the Thoratec facility. <br /> <br />Me. Hirst commented that Me. Garrett lives 450 feet from the HV AC unit and Me. Hirst believes <br />Mr. Garrett will not see or hear the operation from his backyard. <br /> <br />To the question of "why this property?," Mr. Hirst advised that time is of the essence for the <br />company to be able to meet their market demand. Their first choice is Pleasanton; however, another <br />building is available in Concord for their operation to relocate to. <br /> <br />Property values were discussed--they declined significantly from 1990 to 1995. The property values <br />in the last 18 months have risen 30%. He feels this project will, in fact, enhance property values <br />in the area. The strongest interest for restaurants in this area have been fast food restaurants. <br /> <br />Mr. Hirst stated a list of hazardous materials has been given to staff, most of which is available to <br />the public.
