<br />. <br /> <br />. <br /> <br />3. <br /> <br />PUBLIC HEARING <br /> <br />1996 Pleasanton General Plan UDdate <br /> <br />Commissioner Hovingh stated this public hearing is the continuation of the April 1st public <br />hearing. The type of comments the Commission would like to receive are those strictly <br />related to the General Plan document; anyone having comments or concerns regarding the <br />General Plan process should direct them to the City Council. <br /> <br />PUBLIC HEARING WAS OPENED. <br /> <br />Keith S. Fraser, 2109 Fourth Street, Livermore, represented the Kolb family who are <br />property owners on Dublin Canyon Road. They oppose the changing of their General Plan <br />Map to Rural Density Residential. Their plan to develop ten units is not visible from <br />Foothill Road or 1-580 and would not affect the existing trees facing Foothill Road. The <br />approved Presley development is next to this property. On behalf of the Kolb family, Mr. <br />Fraser requested keeping their land designation as Low Density Residential. <br /> <br />. <br /> <br />Tom Mooers, 500 Ygnacio Valley Road, Suite 250, Walnut Creek, is the East Bay <br />representative for the Greenbelt Alliance, a citizen-based group dedicated to protecting open <br />space in the Bay Area. Mr. Mooers stated when developing a strong Urban Growth <br />Boundary (UGB) line, specific prerequisite conditions must be addressed. He feels the <br />Wildlands Overlay is an excellent approach to preserve open space. They are concerned <br />about the decline in the Levels of Service standards in many intersections, and they <br />encourage Pleasanton to continue to strive for alternative modes of transportation. Mr. <br />Mooers requested Policy 12 (calling for the extension of BART to Tracy) be reconsidered <br />because it will not impact traffic congestion and may result in continued growth. Mr. <br />Mooers commended the integration of the Tri-Valley Subregional Planning Strategy into the <br />Draft General Plan. <br /> <br />AI Amador, Executive Director of the Pleasanton Chamber of Commerce, 777 Peters <br />Avenue. The Chamber of Commerce generally concurs with the General Plan. Their <br />concerns are (1) change in definitions of Medium Density Residential and High Density <br />Residential; (2) housing cap; (3) elimination of affordable housing programs; (4) 4/5's vote <br />for the City Council to amend the General Plan; and (5) rumor that the General Plan would <br />be put to public vote. <br /> <br />Dave Walden, 3899 Vine Street, noted the rumor that the General Plan may go to a general <br />election vote, and he opposes this. The City Council should not abdicate its responsibility <br />for the General Plan. <br /> <br />Roger Manning, 4725 First Street, is one of the property owners in Southeast Pleasanton <br />where a municipal golf course is proposed.
