AP-96-03 (Z-96-23). Wade McClure for Boston Market <br />Appeal of the Zoning Administrator's denial of a design review application to relocate <br />the existing Boston Market awning to the exterior facade of the covered pedestrian <br />walkway and install exterior lights located at 3901 B Santa Rita Road. Zoning for the <br />property is PUD (Planned Unit Development) - C (Commercial) District. <br /> <br />Mr. Iserson presented the staff report for the appeal of the Zoning Administrator's decision <br />to deny the relocation of the existing Boston Market awnings to the outside of the pedestrian <br />arcade at 3901-B Santa Rita Road. Staff's feelings are still as they were in 1994 when the <br />original request was modified to locate the awnings over the windows under the pedestrian <br />arcade. Staff feels the placement of the awnings on the outside of the pedestrian arcade is <br />not appropriate for the design theme of the in-line shopping center with a pedestrian arcade. <br />The applicants also want to install lamps along with the relocated awnings. Staff is hesitant <br />to allow the lights because of the additional lighting and glare created for the adjacent <br />residential area. Staff noted that the TGI Friday has awnings similar to that desired by <br />Boston Chicken, however, staff noted that the TGI Friday building is a stand-alone building, <br />not an in-line center building, there is no arcade, and the awnings do not conflict with the <br />design theme. For these reasons, staff recommends the Commission uphold the Zoning <br />Administrator's denial of this application. <br /> <br />In response to Commissioner Hovingh, Mr. Iserson believes the applicants have reconsidered <br />their desires and at this time would like to get approval of their original request for awnings. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Wade McClure, 1026 San Miguel Road, Concord, represented Boston Market in this <br />application. He noted that at the time the building was constructed, the awning location was <br />modified. Mr. McClure advised that the awnings are not visible during most of the day, <br />particularly in the evening, and is one of the reasons for the reconsideration of their location. <br />When the awnings were installed on TGI Friday, the applicants felt they would be able to <br />relocate their awnings, as well. <br /> <br />Mr. McClure withdrew the request for the floodlights. <br /> <br />Because this is an end unit of the building, the applicants' feel the awnings would be <br />appropriate, Mr, McClure provided the Commissioners photos of other facilities in Bay <br />Area cities that have the same type of awnings. <br /> <br />Planning Commission Minutes <br /> <br />Page 2 <br /> <br />April 10, 1996 <br />
