<br />. <br /> <br />. <br /> <br /> <br />. <br /> <br />. <br /> <br />Commissioner Wright stated he believes McDonald's has a lot of business because it was the <br />first fast food business in the area. He also feels California Burgers does a great business <br />lIDQ it has no freeway visibility--good business equates to having a good reputation. His <br />personal opinion would be to approve only the six-foot monument sign. However, he will <br />support staff's recommendation for a 20- foot sign. He would also like the bright red color <br />toned down, feeling that a slight change in the red tone will still provide corporate identity. <br /> <br />Mr. Villanueva stated that In-N-Out Burgers is not at this time well-known in this area, and <br />feels the 30-foot pylon sign is still an important issue to them. <br /> <br />Commissioner McGuirk stated he will support staff's recommendation; however, it seems the <br />City has freeway locations but does not want the area cluttered with signs. He feels the <br />30-foot sign is too high, but no sign would be too drastic. <br /> <br />Commissioner Wright inquired if the pylon sign would also have signs for the future uses of <br />the retail building. Mr. Villanueva stated that if a 30-foot sign is approved, he would not <br />allow signage from the retail building to be placed on the pylon sign. <br /> <br />Commissioner Wright motioned, seconded by Commissioner Hovingh, finding the <br />project would not have a significant effect on the environment and adopt a resolution <br />approving the draft Negative Declaration. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Dove, Hovingh, McGuirk, Wright and Chairman Lutz <br />None <br />Commissioner Barker <br />None <br /> <br />Resolution No. PC 96-21 was entered adopting the draft Negative Declaration, as <br />motioned, <br /> <br />Commissioner Hovingh addressed Condition 17 regarding window signs. Mr. Villanueva <br />advised that the corporate policy is to not use window signs. <br /> <br />Commissioner Wright motioned, seconded by Commissioner McGuirk, finding the <br />proposed PUD development plan is consistent with the General Plan and purposes of the <br />PUD ordinance, making the conditional use permit findings, and adopting a resolution <br />recommending approval of Case PUD-96-05 and UP-96-05 to the City Council, subject <br />to the conditions listed in Exhibit B, with the following modification: <br /> <br />Condition 17: <br /> <br />Revise to read: "No window signs (temporary or permanent) <br />shall be installed." <br /> <br />PIaJmIng Commission Minutes <br /> <br />Page 13 <br /> <br />April 10, 1996 <br />
