ROLL CALL <br /> <br />Commissioners Present: <br /> <br />Commissioners Debra Barker, Jack Dove, Jack Hovingh, Hal <br />McGuirk, Bob Wright and Chairman Harry Lutz <br /> <br />Commissioners Absent: <br /> <br />None <br /> <br />Staff Members Present: <br /> <br />Jerry Iserson, Principal Planner; Dennis Beougher, Assistant <br />City Attorney; Roger Higdon, Assistant Director of Public <br />Works; and Terri Czapinski, Recording Secretary <br /> <br />2. APPROVAL OF MINUTES <br /> <br />The Minutes of the February 28, 1996, meeting were accepted as written. <br /> <br />3. MEETING OPEN FOR ANY MEMBER OF THE AUDIENCE TO ADDRESS <br />THE PLANNING COMMISSION ON ANY ITEM WHICH IS NOT ALREADY <br />ON THE AGENDA <br /> <br />Kay Ayala, 4515 Gatetree Circle, addressed the Commission, as a member of the General <br />Plan Steering Committee, regarding the final outcome of their meeting Monday, <br />March 11, 1996. It is her personal opinion that the Steering Committee has failed the <br />community in their final report. She indicated that she felt the Steering Committee did not <br />follow the guidelines of the agenda of the final meeting, and quoted from a memo from staff <br />outlining the procedure for the fInal meeting, which stated the Committee would review each <br />element. Ms. Ayala prepared written changes on items for reconsideration before the <br />meeting. She noted that she studied several reports and memos referencing all public <br />comment, <br /> <br />At the General Plan Assembly meeting (March 4, 1996), a group of the Steering Committee <br />left at the break in the meeting. On March 11th, after one hour of public comment, a group <br />of the Steering Committee was ready to approve the General Plan. Ms. Ayala objected to <br />
