If a project necessitates <br />the need, they will be conditioned to provide it. This project does not necessitate a <br />soundwall because it does not push the noise level over 60 dB. However, the question is <br />should the applicant have to pay a portion of the costs? Mr. Higdon advised that this section <br />of Mohr is not in the CUrrent five-year CIP. <br /> <br />Mr. Higdon stated a traffic study should be performed on the other side of Kolin to get an <br />accurate picture of the traffic. <br /> <br />Commissioner Hovingh advised that an office building would bring in much more traffic, and <br />Mr. Beougher commented that such a project would push the noise level over 60 dB and <br />would be conditioned to build a soundwall. Commissioner Hovingh also advised that the <br />current cement soundwalls are not crash-proof or crash-resistant. <br /> <br />Commissioner Barker inquired if some of the 30 ft. landscaping material could be planted <br />behind the property lines along the south side of Mohr Avenue. Staff advised that trees don't <br />mitigate noise, and also there are problems with planting trees so close to a road. Chairman <br />Lutz did not agree with the idea of taking the landscaping away from the view of the seniors <br />to put along a roadway to prevent car crashes. <br /> <br />Commissioner Wright motioned, seconded by Commissioner McGuirk, adopting the <br />PUD fmdings for the proposed development plan as listed in the staff report and <br />adopting a resolution recommending approval of Case PUD-90-7-2M to the City <br />Council, subject to the conditions of approva1listed in Exhibit B. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Hovingh, McGuirk, Wright, and Chairman Lutz <br />Commissioner Barker <br />None <br />None <br /> <br />Resolution No. PC-96-16 was entered adopting the PUD findings for the proposed <br />development plan and recommending approval of Case PUD-90-7-2M to the City <br />Council, as motioned. <br /> <br />7.
