ATTACHMENT A <br /> <br /> EXHIBIT A <br /> <br /> Scope of Services <br />R3 Consulting Group, Inc. will provide the following technical assistance to the City <br />related to the solid waste rate review process and other items as requested on a time and <br />materials basis for a not to exceed fee of $35,000. <br /> <br />Task 5: Finalize Rate Setting Mechanism and <br />Methodology <br />R3 will assist the City in resolving those issues related to the rate setting mechanism and <br />methodology to be used in all future rate requests that remained open as of July 31, 2004. <br />These issues include: <br /> · Determining whether the City will continue to use the current rate setting <br /> methodology or will change to an indexed system; and <br /> · Determining whether or not CRV revenue should be included in the calculation <br /> of the CARl profit incentive. <br />R3 will meet with City and PGS staff to resolve these issues. In the event the City and <br />PGS agree to amend the rate setting mechanism, R3 will assist the City in developing and <br />negotiating the amended franchise contract language. <br /> <br />Deliverables <br />Task 5 deliverables include: <br /> · Meetings, (as requested by the City) with City staff and/or PGS staff. <br /> · Development of franchise contract language to amend the rate setting mechanism <br /> if requested by the City. <br /> <br />Task 6: Review Hanson Property Rate Adjustment <br />R3 will.review the rate adjustment proposed by PGS for the inclusion of certain allocated <br />costs of the Hanson property in the current rate. <br />Based on the results of the review, R3 will recalculate the proposed rate adjustment using <br />the financial rate model developed during the initial rate review. <br /> <br />Deliverables <br />Task 6 deliverables include: · Meetings, (as requested by the City) with City staffand/or PGS staff. <br /> · Adjusted rate schedule to include the approved Hanson property costs. <br /> <br />Task 7: Finalize Financial Model <br />R3 will finalize the financial model used in the analysis of PGS' rate application for <br />future use. This will involve; updating the model for changes resulting from the <br />completion of Tasks 5 and 6, meeting with City staff to discuss any final modifications to <br />the model and developing the model protocol manual. <br /> <br /> <br />
