proposal for additional services. The additional services are detailed in the attached Amendment <br />One (Attachment A). <br /> <br />As indicated in Amendment #1, staff is recommending the consultant provide services in the <br />following six areas: <br /> <br /> l) Finalize Rate Setting Mechanism and Methodology--The primary focus of this task is <br /> to determine whether it is in the City's best interest to use the current rate setting <br /> methodology or to change to another rate setting system such as rate adjustments <br /> based on the CPI or other indexed system. <br /> <br /> 2) Review of the Hansen Property Rate Adjustment--As the Council may recall, as part <br /> of the rate adjustment approved this past summer, the Council authorized staff to <br /> implement an additional rate adjustment based on further review of expenses rated to <br /> PGS' intent to lease five acres adjacent to the PGS transfer station. Pleasanton <br /> Garbage Service has submitted proposed costs associated with the land lease and the <br /> consultant will assist with determining that expenses and rate adjustments are <br /> appropriate prior to authorizing the rate adjustment. <br /> <br /> 3) Finalize the Financial Model Used to Evaluate PGS Rates--The consultant prepared a <br /> financial model for evaluating PGS costs as part of the rate review. However, the <br /> financial model could be improved with some minor modifications. Staff will work <br /> with the consultant to implement the changes. <br /> <br /> 4) Review the Current Food Waste Program--The consultant will assist in reviewing the <br /> effectiveness of the program and make recommendations regarding any necessary <br /> adjustments to assure that the program operates in an efficient and cost effective <br /> <br /> 5) Assist with Conducting an Interim Rate Review--As part of the rate adjustment <br /> approval process that took place this past summer, PGS and the City agreed to conduct <br /> an interim rate review to assess refuse revenue and expenditures. The consultant will <br /> assist staff in conducting this interim rate review. <br /> <br /> 6) Assist in Evaluating the Potential of Allowing PGS to Utilize the Transfer Station to <br /> Process Material Collected From Dublin for Recycling--PGS was recently awarded a <br /> refuse collection and recycling franchise with the City of Dublin. As part of this <br /> franchise, PGS is required to provide recycling services to the City of Dublin. In <br /> response, PGS has requested that the City consider allowing it to utilize the transfer <br /> station to provide these recycling services. In accordance with the City's current <br /> franchise agreement with PGS, PGS may use the transfer station for regional services <br /> provided it receives prior approval from the City. The consultant will assist staff with <br /> evaluating the impact that these recycling services may have on the transfer station and <br /> identify appropriate considerations for use of the transfer station.
