Task 3.1 Meetings with City Staff <br /> <br />Prior to initiating the rate negotiations, R3 will prepare and submit a brief memorandum <br />to the City summarizing the conclusions of Task 2 and the points that R3 recommends to <br />be negotiated with PGS. R3 will attend up to two (2) meetings with City staff and the <br />Council Waste Management Conunittee to discuss the results of the review and clarify <br />the negotiating points. <br /> <br />Task 3.2 Negotiations with PGS <br /> <br />R3 will facilitate a series of meetings with City staff and representatives of PGS to <br />evaluate the results of the rate review and discuss the proposed rates. R3 will also <br />provide necessary support and documentation, including the rate review financial model, <br />to substantiate the rate review findings. <br /> <br />Deliverables <br />Task 3 includes the following deliverables: <br /> <br /> ,, Preparation and submittal to the City of a memorandum summarizing the results <br /> of the review of the PGS rate application, including outstanding issues, <br /> recommended discussion points, etc. <br /> · Up to two (2) meetings with City staff and the Council Waste Management <br /> Committee, to review the findings of the review of the PGS rate application; <br /> · Several negotiation meetings, as necessary, with PGS, City staff and the Council <br /> Waste Management Committee to discuss the Rate Review and reach consensus <br /> on the proposed rate structure. <br /> <br />Task 4: Rate Implementation <br />Task 4.1 Draft Compensation Report <br /> <br /> R3 will prepare a Draft Compensation Report for review by City staff and Council Waste <br /> Management Committee that incorporates the results of the work performed in Tasks 1-3. <br /> The draft report will detail the initial findings and conclusions of the Rate Review. The <br /> report will also include an explanation of any recommended adjustments to stated costs <br /> and revenues, projections, etc. that were used in the rate model. Finally, the calculated <br /> return on equity and recommended compensation will be presented. <br /> <br /> R3 anticipates that the Draft Compensation Report will include the following sections: <br /> <br /> · Introduction; <br /> Methodology; <br /> · Findings, conclusions and recommendations of the Review; and <br /> Recommendations on rate review methodologies to be considered by the City. <br /> <br /> <br />
