Mr. Costanzo noted that the development fee is approximately $19,000 <br />for each property facing Sycamore Road. <br /> <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />The Commission addressed Alex Spotorno's letter in which he stated that he has never been <br />invited to or involved in any discussions with Greenbriar relating to planning of the new <br />development. He requested that he be personally notified of any further meetings and <br />discussions relating to this project. His letter also expressed his concern that the proposed water <br />tank would severely impact his view and feels that its surrounding area should be adequately <br />screened and landscaped in order to reduce the negative visual impact. <br /> <br />Mr. Plucker noted that he will be meeting with Mr. Spotorno on December 17, 1997 to discuss <br />his concerns further. Mr. Plucker also stated that a visual analysis of the water tank has already <br />been made, and that staff had anticipated complaints regarding the negative visual impact. He <br />suggested that the Commission impose a tentative map condition requiring the surrounding area <br />to be screened by appropriate landscaping. Chair Cooper noted that he has met with Mr. <br />Spotorno and visited the site of the proposed water tank. It was evident to him that the water <br />tank would present some valid visual concerns and he agrees the area should be landscaped. <br />Mr. Spotorno stated that a tentative map condition requiring a visual analysis followed by <br />appropriate screening and landscaping would be acceptable to him. <br /> <br />A motion was made by Commissioner Wright, seconded by Commissioner Lutz, <br />recommending that the Commission make a finding that the proposed water tank would <br />not have a significant impact on the environment and that the Negative Declaration is <br />appropriate. <br /> <br />ROLL CALL VOTE <br />AYES: Commissioners Wright, Lutz, Barker, and Kumaran, and Chair Cooper <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Resolution No. PC-97-95 was entered and adopted as motioned. <br /> <br />A motion was made by Commissioner Wright, seconded by Chair Cooper, recommending <br />that the Commission make a finding that the proposed PUD development plan is consistent <br />with the General Plan and the North Sycamore Specific Plan. <br /> <br />Commissioner Lutz commented that he has difficulty with staff's conclusion that the PUD <br />development is consistent with the General Plan and the NSSP, particularly due to the lack of <br />affordable housing within the development.
