<br />l .,. <br />{ <br /> <br />Chair Cooper noted that he would like to continue the vote on the road issue in order to allow <br />for some additional negotiations. Mr. Iserson commented that he did not see any significantly <br />different options, but that a continuance would give the Commission more time to study the <br />proposals. <br /> <br />A brief discussion took place regarding the possibility of a condemnation proceeding and what <br />the City's exposure could he. Mr. Higdon and Mr. Iserson explained the condemnation process <br />and how compensation is determined. <br /> <br />PUBLIC HEARING REOPENED <br /> <br />Patrick Costanzo asked the Commission not to continue the vote because the factors in the <br />planning of "A" Street are not going to change. He stated that the two proposals before the <br />Commission are the only possibilities that exist. He suggested that if the Commission chose not <br />to vote on either Plan A or Plan B, that they turn the matter over to the City Council. He also <br />related that, as far as he is concerned, there are no more negotiations to be made. He stressed <br />his reasons for not wanting to have the project delayed any longer. A lengthy discussion took <br />place between the Commission and Mr. Costanzo regarding any additional measures that could <br />or could not be taken in order to compromise or further negotiate any of the disputed issues. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Kumaran noted that the Commission's recommendations to delete Condition 2b <br />and to accepts staff's recommendation for Condition 21 were unanimous. He, therefore, <br />requested staff to note this and make these changes for the next meeting. <br /> <br />A motion was made by Commissioner Wright reconnnending that the Commission make a <br />finding that the proposed water tank would not have a significant impact on the <br />environment and that the Negative Declaration is appropriate.
