He noted that his home, as well as most <br />others on the road, are at least 100 feet from the road and he is still able to hear the traffic <br />noise. He suggested that the Commission support the NSSP requirement for a 75 foot setback. <br />Mr. Guerra also stated that the original NSSP intended for the single-story homes to be located <br />near the back of the development to minimize the visual impact to the neighbors. He further <br />stated that the biggest failure of the NSSP was to the Greenes, and he feels that the Greenes are <br />paying the biggest price and urged the Commission to try to mitigate the impact on the Greenes. <br /> <br />RECESS 11:02 P.M. <br /> <br />RECONVENED 11:10 P.M. <br /> <br />Sam H. Swyers, 5980 Sunol Boulevard, Pleasanton, advised the Commission that he supports <br />the project and the plan because it would put needed sidewalks, curbs, and gutters on Sunol <br />Boulevard. His biggest concern is that the property owners have to bear the expense of the <br />street improvements. He would like to see Sycamore Road stay the way it is. <br /> <br />Patrick Costanzo readdressed the Commission and responded to the speakers' comments. <br /> <br />With regard to Ms. Lydiksen, he stated that a one-story home is not needed on lot 13 because <br />her view is not affected by that home. He also stated that the home on lot 13 would be 125 to <br />160 feet from Ms. Lydiksen's home. At that distance, the seven foot height difference between <br />the two homes would have no significance. <br /> <br />In response to an inquiry by Commissioner Barker, Mr. Costanzo addressed Wilona Perry's <br />concern regarding lot 6. He confirmed that lot 6 would have a single-story home with a 64 foot <br />setback. However, he stated that, due to privacy concerns, the would not be able to <br />accommodate her request for an open fence. <br /> <br />Mr. Costanzo addressed Mr. Manning's concern regarding the fairness of the cost of "A" Street. <br />He noted that Mr. Manning is one of the owners selling the golf course and is affected by <br />Greenbriar's proposal. He stated that the plan is based upon traffic allocations as stated in the <br />NSSP and therefore the pro-rated share to the golf course is fair. <br /> <br />In response to Ms. Locke's concerns, Mr. Costanzo stated that her home is 170 to 180 feet from <br />the Greenbriar lot and, again, a seven-foot height difference is of no significance from that <br />distance. With regard to her grading concerns, Mr. Costanzo stated that Greenbriar's engineers <br />have already confirmed that her property will properly drain. Additionally, at Ms. Locke's <br />request, staff has made a condition for a study to confirm that the drainage from her property <br />is adequate.
