Mr. Plucker provided a detailed explanation, noting that some of <br />the lots have already been designated for single story homes, but there is a disagreement with <br />some of the residents who are requesting that designated two-story units be substituted with <br />single story units. <br /> <br />In response to an inquiry from Commissioner Lutz relating to the development standards, Mr. <br />Plucker advised him that the proposed 40,000 square foot lots have an F.A.R. maximum <br />limitation of 20%, rather than 25 % as indicated on page 6 of the staff report. <br /> <br />Chair Cooper asked whether underground utilities along Sycamore Road would be accomplished <br />by this project. He was advised by Mr. Plucker that the plan deliberately excluded utilities in <br />that area in order to preserve the rural character of Sycamore Road. However, in response to <br />Chair Cooper's question, Mr. Plucker stated that the Commission could make that a <br />requirement. <br /> <br />There was an additional discussion describing the yard setbacks and which lots were affected. <br />There was also a lengthy question and answer session relating to the layout of proposed "A" <br />Street. <br /> <br />RECESS TAKEN AT 9:00 P.M. <br /> <br />RECONVENED AT 9:12 P.M. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Patrick Costanzo, Jr., Vice President of Land Development of Greenbriar Sycamore Valley <br />Company, represented that applicant. He thanked the entire staff for their efforts throughout this <br />application. <br /> <br />Mr. Costanzo described the proposed development and stated that the design meets the intended <br />design guidelines. He noted that all issues have been addressed, although there are a few <br />outstanding disagreements. He stated that he agrees with most of the conditions and will identify <br />the conditions that are in dispute. <br /> <br />Mr. Costanzo presented a slide show depicting the exterior elevatiOn options of the proposed <br />homes and described the interior options.
