<br />]' <br /> <br />Commissioner Kumaran stated that he agrees with Chair Cooper in that he would like to see the <br />developer share the cost of undergrounding utilities along Sycamore Road. Jerry Iserson stated <br />that the Commission could recommend this under the financing plan. <br /> <br />Commissioner Barker noted that she supports Plan B for the "A" Street setbacks and agrees with <br />Mr. Dingman that workshops should be held to work out the details satisfactorily. However, <br />she feels that the Commission should continue their vote on this issue because there are so many <br />details that need to be worked out, especially with the existing property owners. She agrees with <br />staff that lots 5, 6, 13, 41, 42, and 43 should all have single-story homes. She supports <br />undergrounding the utilities along Sycamore Road by the developer. She wants the existing <br />neighbors to be in a good bargaining position when they go into negotiations with Greenbriar <br />on all issues. She also agrees with staff's recommendations regarding the Lighting and <br />Landscaping District, but will also agree to add some language allowing the developer to <br />proceed with the plan upon approval by the City Attorney. Finally, Commissioner Barker <br />related that she does not support the City contributing to "A" Street. <br /> <br />Commissioner Wright stated that he will support Greenbriar's recommendation to remove <br />Condition 27 requiring single-story homes on lots 12, 13, 41, and 43. He would also like to <br />delete Condition 2b relating to the v-ditches and noted that the existing neighbors already have <br />adequate draining systems. Mr. Wright acknowledged the members of the audience who gave <br />their comments. He noted that concessions for the Greenes were made in the early 90's by <br />lowering the road to minimize the encroachment to the Greene's property. With regard to the <br />safety issue raised by the Greenes, he believes that the City Traffic Department and Greenbriar's <br />advisor is qualified to say that there is no real safety problem. Mr. Wright stated the he <br />supports the project and will agree to Plan A. With regard to the landscaping district and the <br />setback issue, he will support staff's recommendations. As far as undergrounding utilities, he <br />thinks it's unfair to ask the developer to fund them a this point in the project. Finally, <br />Commissioner Wright agrees with staff that an evaluation needs to be conducted related to the <br />fair division of the cost of "A" Street. <br /> <br />Commissioner Lutz stated that his is impressed with the project and the design of the homes. <br />He stated that this is an important project because it will set the tone for the entire area. <br />However, he is concerned that only approximately 10% of the city residents would be able to <br />afford a home in this community. With regard to the road proposals, he feels that each one <br />could be safely constructed, and he believes the deciding factor should be what is most equitable <br />for the people affected. He commented that he has not had the time or knowledge to make a <br />decision on the road issue tonight and would, therefore abstain his vote on that issue. He would <br />like to see that issue continued in order to allow some further negotiations. Commissioner Lutz <br />feels that larger backyard would be more useful to the homeowners and would, therefore, <br />support the developer's request to reduce the amount of the setback. He feels that issue 2b <br />should be removed in it's entirety.
