EUl!ene and Shirlev Lauer <br />Application for PUD development plan for six single residential lots, including one existing <br />lot, on approximately 5.1 acre site located at 2221 Martin Avenue. Zoning for the property <br />is PUD (planned Unit Development) - LDR (Low Density Residential District). <br /> <br />Marion Pavan presented the staff report and gave a description of the structures and landscaping <br />currently on the site. He also identified the road access to each of the sites. He further reported <br />that the subdivision would be completed in two phases, each to be covered by its own parcel <br />map. He also described the infrastructure that would serve the lots and also that Martin Avenue <br />would be widened. <br /> <br />Mr. Pavan stated that the proposal does not include any house designs. However, design <br />guidelines have been incorporated into the packet which would be used for this project and by <br />any future lot developers. <br /> <br />Additionally, Mr. Pavan stated that staff's recommendations have been reviewed with the <br />applicants, and there are concerns relating to who should be responsible for the costs of <br />widening Martin Avenue and who should pay for undergrounding the utilities. <br /> <br />With regard to design guidelines, Mr. Pavan explained that they include a requirement to <br />minimize the visual effect of garages. Staff has become aware that the applicant's son has <br />prepared some preliminary designs which show a three-car garage directly facing Trenery Drive. <br />Pursuant to the guidelines, the garage would either have to be a side-facing garage or the face <br />of the garage wall would have to be behind a wall of the house. Mr. Pavan noted that the <br />homes surrounding the development match the guidelines in that there are primarily side-entry <br />garages or, if they face the street, the garage is set behind the house.
