stated that he would like to see Ms. Harpster begin with a fairly modest program to see if everyone
can learn to live with it.

. A motion was made by Commissioner Barker, approving Case UP-97-55, subject to the
conditions listed in Exhibit "B," modifying Condition 7 to allow more than one student between
5:00 p.m. and 6:00 p.m., but limiting the number of vehicles at the site to two.

Chair Cooper stated that he could second the motion if it could be limited to a single vehicle.

Commissioner Wright commented that the issues of concern are related to traffic and noise and to
leave the conditions to stand as written satisfies everyone with the exception of the applicant. He
noted that she did not ask for more students, just an extension of the hours. He noted that limiting
to one car could bring in four students, thus increasing the potential for noise.

Commissioner Barker amended the motion to limit the number of vehicles to one. Chair
Cooper seconded the motion.

Commissioner Wright noted that he does not support the amendment, but because he wants to support
the applicant staying in business, and because there are two no votes, he will vote in favor.

ROLL CALL VOTE

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Barker and Wright, and Chair Cooper
Commissioner Kumaran and Lutz
None
None

.

Resolution No. PC 97-76 was entered and adopted as motioned.

c. UP-97-46/Z-97-182. Dublin San Ramon Services District
Application for design review approval and a temporary conditional use permit to install a
triple-wide modular office building and related site improvements to be located at the southeast
corner of Stoneridge Drive and Johnson Drive. Zoning for the property is A (Agriculture)
District.

Mr. Iserson presented the staff report recommending approval of Case UP-97-46/Z-97-l82, subject
to the conditions of the staff report. He noted that the Zoning Administrator is empowered to act on
this type of temporary conditional use permit and administrative design review application; however,
a neighbor on Herrin Court requested a hearing. Mr. Iserson advised that the modular is currently
located on the DSRSD treatment plan site and DSRSD is proposing to relocate the triple-wide
modular building. Mr. Iserson described the proposed site, the design of the modular, the proposed
location of the modular on the site and the proposed parking and landscaping. He noted that the
project is conditioned to remove the modular after one year or grant a maximum one-year extension
by the Planning Director. Mr. Iserson advised that staff feels additional oleanders should be planted
along the north and east side of the parking lot, and the applicant has agreed.

.

Planning Commission Minutes

Page 5

September 10, 1997
