SUMMARY: <br /> <br /> The Initial Study for the proposed project identified several potentially significant envi- <br /> ronmental impacts, thereby requiring the preparation of a Draft Environmental Impact <br /> Report (DEIR). The firm of Mundie & Associates was retained. Public comments per- <br /> taining to environmental issues include available parks, available school capacity, im- <br /> pacts to existing neighborhoods, loss of existing trees, loss of open space, loss of views, <br /> public street connections, density, traffic and circulation, etc. This workshop is an oppor- <br /> tunity for the public, Planning Commission, and City Council to identify issues that <br /> should be included in the DEIR. <br /> <br />Honorable Mayor and Members of the City Council and Members of the Planning Commission: <br />PURPOSE OF THIS MEETING <br /> <br />The purpose of this meeting is to hear public comments and identify the environmental issues <br />that need to be included in the Draft Environmental Impact Report (DEIR) for PUD-33. The <br />City Council and the Planning Commission will have the same opportunity. No action will be <br />taken at the meeting. <br /> <br />BACKGROUND <br /> <br />Background <br /> <br />On December 4, 2003, staff prepared an Initial Study for PUD-33, a PUD proposal to develop <br />98 single-family detached homes and ancillary improvements on a 562-acre property located <br />near the present terminus of Hearst Drive, on the easterly side of the Kottinger Ranch develop- <br />ment and on the southerly sides of the Vintage Hills II and the Grey Eagle Estates develop- <br />ments. On the basis of the attached Initial Study, it was determined that it is necessary to pre- <br />pare an Environmental Impact Report for the proposal. <br /> <br />On May $, 2004, the City Council anthorized the City Manager to execute a contract with <br />Mundie & Associates to prepare the Draft Environmental Impact Report (DEIR)for this pro- <br />posal. The next step in the DEIR preparation process is this public scoping meeting with the <br />City Council and Planning Commission to discuss and take input on the scope and content of the <br />DEIR.
