2 <br /> <br /> City Council-Planning Commission <br /> General Plan Joint Workshop <br /> <br /> January 25, 2005 <br /> Planning Department <br /> Public Works Department <br /> <br />SUBJECT: CIRCULATION ELEMENT UPDATE - ALTERNATIVE PROCESSES <br />PURPOSE: To establish a process to revise the Circulation Element of the General Plan. <br /> <br />STAFF RECOMMENDATION: Discuss and direct staff as to a preferred process. <br /> <br />SUMMARY: This report outlines two process options concerning potential changes to the <br /> Circulation Element of the General Plan. Ultimately, both options arrive at the <br /> same point of adjusting land use, street network, and policy options in order to <br /> address traffic issues. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />At the January 11, 2005 joint workshop, staff presented a process for exploring the numerous <br />elements which together make up the review of options/alternatives for the Circulation Element <br />Update. These include: <br /> <br />· street network alternatives: widenings, extensions, new streets, street closures, etc. <br /> <br />land use alternatives: variations of planned future growth, ranging from just building <br />what is currently approved, to reviewing substitute land uses proposed by property <br />owners, to intensification of some land uses beyond that currently planned. <br /> <br />policy alternatives: gateway/local street metering; bussing/carpool/vanpool/bicycle <br />options; acceptable intersection levels-of-service; acceptable street capacities; <br />management of signal system; school zone issues, etc. <br /> <br />Staff set forth a process using the 1996 General Plan (at buildout).
