<br /> <br /> <br /> RESOLUTION NO. PC-2026-02 <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />APPROVING THE APPLICATION FOR A CONDITIONAL USE PERMIT AND DESIGN <br />REVIEW TO OPERATE A RELIGIOUS FACILITY WITH UP TO 200 PEOPLE ON SITE AT <br />ANY ONE TIME, AND RELATED SITE AND BUILDING IMPROVEMENTS LOCATED AT <br />1252 QUARRY LANE, SUITE A, AS FILED UNDER CASE NOS. P25-0671 AND P25-0672 <br /> <br />WHEREAS, on November 14, 2025, Harvest Valley Church, as the applicant and <br />property owner, applied for Conditional Use Permit (“CUP”) and Design Review (“DR”) <br />approval to operate a religious facility with up to 200 people on site at any one time, and <br />related site and building improvements within an existing building located at 1252 Quarry Lane, <br />Suite A, Assessor Parcel No. 946-4547-095-00, (hereinafter “the Project”); and <br /> <br />WHEREAS, the subject property has a General Plan land use designation of General <br />and Limited Industrial; and <br /> <br />WHEREAS, the subject property is zoned PUD-I (Planned Unit Development – <br />Industrial) District; and <br /> <br />WHEREAS, a religious facility is a conditionally permitted use in the subject zoning <br />district and PUD and requires Planning Commission approval of a CUP ; the site and exterior <br />building improvements are subject to DR; and <br /> <br />WHEREAS, pursuant to Section 65906 of the Government Code, the Planning <br />Commission held a duly noticed public hearing to consider the Project on February 25, 2026, <br />at which time all interested parties had the opportunity to be heard. The Planning Commission <br />considered the staff report dated February 25, 2026, incorporated herein by reference, and all <br />written and oral testimony; and <br /> <br />NOW, THEREFORE, BE IT RESOLVED, the Planning Commission of the City of <br />Pleasanton does resolve, declare, determine, and order the following: <br /> <br />Section 1: Prior to acting on the Project, and at a properly noticed public hearing, the Planning <br />Commission reviewed written and oral staff reports, conducted a public hearing on the Project <br />and took testimony, and received into the record all pertinent documents related to the Project <br />(collectively, the “Record Evidence”). The Planning Commission’s determination is based on <br />the Record Evidence, which is incorporated into this Resolution by reference . <br /> <br />Section 2: The Project is consistent with the adopted General Plan as it aligns with the <br />applicable land use designations and supports the General Plan’s Programs, Policies, and <br />Goals related to sustainability, community development, and industrial, commercial, and office. <br />As such, the Project complies with the requirements of Government Code Section 65860 <br />regarding zoning consistency with the General Plan. <br /> <br /> <br />Docusign Envelope ID: 343E8638-7AF7-4307-967F-C6DE40647C05
