Notwithstanding the Task Force's work to date, it recognizes that there are a number of <br />significant issues that must be addressed prior to having a viable project including: <br /> <br />· Developing more detailed project financial proforma, <br /> Developing a project footprint and preliminary architectural design, <br />· Identifying a project site which includes utilizing either or both of the current Kottinger <br /> Place and Pleasanton Gardens sites or "swapping" these site with the City to utilize a portion <br /> of Kottinger Park, <br />· Developing a tenant relocation plan, <br />· Identifying the most probable funding source and beginning a preliminary review to <br /> determine potential for obtaining funds and developing a rent structure the is reflective of <br /> current rents. <br /> <br />To move to the next phase of this project, staffhas identified three potential options all of which <br />involve additional services as follows: <br /> <br />· Select a non-profit developer willing to address issues with an assumption that it has <br /> development rights if a project is ultimately approved. <br />· Select a non-profit developer willing to address issues on a fee basis without development <br /> rights. <br />· Utilize a two phased approach with consultant services providing needed ownership <br /> alternatives, relocations and financing studies and a developer to focus on project sitting and <br /> design. <br /> <br />At this time staff'is not prepared to recommend a specific approach. Rather, it intends to meet <br />with the Task Force to discuss options and to develop a strategy for moving forward. Regardless <br />of the approach taken, staff assumes solicitation of a request for proposals and the expenditure <br />of some cost to conduct this work. While no cost estimate is currently available, staff <br />anticipates fees of approximately $100K. Staff will forward any service agreement to the <br />Council for approval prior to awarding a contract.
