THE CITY OF <br /> <br />I>L£AS?tNTON <br /> <br />4F <br /> <br />City Council <br />Staff Report <br /> <br />January 18, 2005 <br />Human Resources <br /> <br />SUBJECT <br /> <br />A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE <br />A CONSULTING AGREEMENT WITH DRIVER ALLIANT TO PROVIDE <br />BROKERAGE SERVICES ON EMPLOYEE BENEFIT PLANS <br /> <br />STAFF RECOMMENDATION: <br /> <br />Staff recommends that the City Council authorize the City Manager to execute a <br />Consulting Agreement with Driver Alliant to provide brokerage services on <br />employee benefit plans. <br /> <br />SUMMARY <br /> <br />The City of Pleasanton currently works with Cooper, Muenter, Fratus insurance <br />brokerage firm for one of the employee health plans and the dental plan. The <br />City also works with Driver Alliant (also a brokerage firm) for vision, long-term <br />disability and life insurances. A Request for Proposal was submitted to three <br />insurance brokerage firms. It is recommended the City enter into a consulting <br />agreement with Driver Alliant on a year-to-year basis, to represent the City on <br />all employee benefit plans, consistent with employee group contractual <br />obligations. The proposed change will provide a greater range of services to the <br />City. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />A Request for Proposal to receive proposals from brokerage firms and a review of the broker <br />relationships with the City has not been done in the past. The City had been working exclusively with <br />Cooper, Muenter, Fratus up until a few years ago. <br /> <br />In 2002, the City began to work with Driver Alliant to secure more advantageous rates. A recent <br />renewal of these ancillary plans produced considerable savings for the City with enrollment in the <br />Driver Alliant pooled municipality programs. <br /> <br />SR:05:013 1 <br /> <br /> <br />
