Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />Prior to 1996, City survey & drafting needs were met by a City employee and supplemented by <br />outside surveyors under a rotating purchase order system. Since then, needs have been met by <br />contracted services and the method of procurement has been through the Request for <br />Qualifications and Request for Proposal process, in which firms are selected based on their <br />qualifications, proposal, and interviews with City staff. Previously, the firms of Kier and Wright <br />Civil Engineers and Surveyors Inc., and Rugerri, Jensen, Azar & Associates have provided these <br />services to the City. <br /> <br />The scope of services to be provided by the survey firm will generally include: providing <br />topographic and general survey services for project design and construction, construction staking, <br />identifying and locating boundaries for easements, performing survey map checking, preparing <br />plat maps and meets and bounds descriptions, and preparing records of survey and comer records <br />in conformance with the Land Surveyors Act and Business and Professions Code. In addition, <br />the surveyor will also be asked to provide computer-drafting services in conjunction with the <br />surveys completed for the City. <br /> <br />SURVEY FIRM SELECTION PROCEDURE <br /> <br />A total of twelve local engineering survey consultant firms were selected from the City's <br />consultant database and invited to provide a statement of qualifications to provide surveying and <br />drafting services through the term of June 30, 2007. Six firms responded with statements of <br />qualifications. City staff reviewed the statements of qualifications submitted and narrowed down <br />the list to three perspective firms for interviews. A panel of three City staff members familiar <br />with project needs and types of services required made up the interview panel. The firms of Kier <br />& Wright Civil Engineers and Land Surveyors Inc., BKF Engineers, and Bellecci and Associates <br />Inc. were selected and interviewed. Based on the qualifications submitted and interview process, <br />staff is recommending the award of two contracts to the firms Kier & Wright Civil Engineers and <br />Land Surveyors Inc. and Bellecci and Associates as the most qualified firms to provide the <br />required services. <br /> <br />CONTRACT AND FUNDING <br /> <br />No new funding is required for these contracts. Funding for these contracts will come from the <br />existing funds already allocated under each individual capital improvement project approved by <br />City Council. For each survey task needed, the selected firm(s) will be required to submit a <br />detailed proposal, which defines the scope of work for the particular project and the fee required <br />to complete the task.
