Evening Peak Hour Congestion Levels <br />At the 135 study intersections, traffic volumes collectively decrease by about 465 vehicles per <br />hour (VPH) during the evening peak hour when the West Las Positas Boulevard widening is <br />removed from the 1996 General Plan Roadway Network. Traffic collectively decreases by <br />about 900 VPH at the 37 intersections in the City with 35 seconds or more of average delay, and <br />increases by about 435 VPH at the 98 other study intersections when the road widening is <br />removed from the network. <br /> <br />Due to the number of possible roadway alternative combinations, the resulting LOS calculations <br />will be performed based on future traffic model runs based on a more refined roadway network <br />alternatives combination. The above traffic increases or decreases may occur on non-critical <br />approaches to many intersections and have little impact on congestion at the intersections. <br /> <br />NEXT STEPS <br /> <br />The next report will complete the examination of the unbuilt components of the 1996 General <br />Plan Street Network by looking at street extensions and the West Las Positas Boulevard <br />Interchange. At the next workshop, the continuation of the review of street widenings, if not <br />completed at the first workshop, and review of the street extension information should take <br />place. Staff stresses that these analyses are just a part of the overall analysis planned to bring <br />the City Council and Planning Commission to a point where informal decision-making can take <br />place. Subsequent reports/workshops will address land use and circulation policy implications <br />for the Circulation Element, and them "cumulative" model runs of varying land use/street <br />network/policy scenarios are planned. Only with all these analyses will the public and <br />decision-makers be in a position to make decisions on the final components of the Circulation <br />Element and its companion portions of the General Plan. <br /> <br />STAFF RECOMMENDATION <br /> <br />Staff recommends that the workshop be focused on understanding the users of the various <br />roadway segments and the shifts which are projected to occur should changes be <br />(independently) made. Accordingly, staff recommends: <br /> <br />· Staff present the information contained in this report. <br />· Take Councilmember and Commissioner questions as each segment is discussed. <br />· Take public questions following completion of the entire presentation. <br />· Adjourn to the next workshop. <br /> <br />SR 05:027 <br />Page 67 <br /> <br /> <br />
