<br />Resolution No. PC-96-62 <br />Page 5 <br /> <br />18. Prior to occupancy, the landscape architect shall certify in writing to the Planning <br />Director that the landscaping has been installed in accordance with the approved <br />landscape and irrigation plans with respect to size, number, and species of plants and <br />overall design concept. <br /> <br />19. The applicant shall adjust the sprinkler heads to direct the water away from the <br />monument sign while ensuring complete irrigation coverage of the landscaping around <br />the sign. <br /> <br />20. The colors of the building(s) shall be submitted to and approved by the Planning Director <br />prior to the issuance of a building permit. Colors shall be consistent with approved colors <br />and shall be based on the Pantone color system. Approved colors shall be stated on the <br />plans submitted for issuance of building permits. <br /> <br />21. All backflow prevention devices installed with the development shall be painted forest <br />green (Pantone Color System Number 2030) and shall be screened from view from <br />publici private streets. Screens shall consist of berms, walls, or landscaping satisfactorily <br />integrated into the landscape plan. Landscape screens shall include shrubbery designed <br />by species and planting density to establish a complete screen within one year from the <br />date of planting. Weather protection devices such as measures to protect pipes from <br />freezing shall require approval by the Planning Director prior to use; at no time shall <br />fabric or other material not designed and/ or intended for this purpose be wrapped around <br />or otherwise placed on these devices. All backflow prevention devices shall be shown on <br />the plans submitted for issuance of building permits together with screening mechanism <br />and/ or weather protection devices. Proposed screening and weather protection devices <br />shall be reviewed for conformity to these requirements and approved by the Planning <br />Director prior to issuance of a building permit. <br /> <br />22. The developer shall pay any and all fees to which the property may be subject prior to <br />issuance of building permits. The type and amount of the fees shall be those in effect at <br />the time the building permit is issued <br /> <br />23. Only modular newspaper dispensers accommodating more than one newspaper shall be <br />allowed outside of buildings within the development. The design of these dispensers <br />shall be approved by the Planning Director. Dispensers within the public right-of-way <br />shall require an encroachment permit by the Engineering Department. <br /> <br />24. All site improvements and construction activities shall be limited to the hours of 8:00 <br />a.m. to 5:00 p.m., Monday through Saturday, unless otherwise approved by the Planning <br />Director. All construction equipment must meet DMV noise standards and shall be <br />equipped with muffling devices. <br /> <br />25. The applicant shall maintain the area surrounding the project in a clean and orderly <br />manner at all times. <br />
