Professional massage facilities tend to be quiet and do not subject surrounding uses to heavy truck traffic, hazardous odors, or other objectionable influences. The conditions of project approval will ensure that the establishment of this business remains within the standards of all applicable City codes. C. The proposed conditional use will comply with each of the applicable provisions of this chapter. The site's C-C zoning conditionally permits the establishment of massage facilities. The proposed use complies with all relevant sections of the zoning ordinance. Granting a conditional use permit to the applicant would be consistent with the City's ability to regulate zoning as listed in the Municipal Code Section 18.124, "Conditional Uses." D. The proposed location, development plan, and architectural treatment comply with the standards contained in the Civic Overlay District. As proposed, the applicant would not be modifying the existing buildings, parking, landscaping, drive aisles, or any other improvements to the property at this location. E. The proposed use will be compatible with the civic center character of the Civic Overlay District. The civic center area can be characterized by its mix of commercial, office, and residential uses. In addition to the City's Library and administrative offices, the civic center area currently contains various retail stores, offices, restaurants, and other service establishments. The proposed use would be compatible with these uses i that it would provide a professionally-staffed service establishment. WHEREAS, projects of this nature are categorically exempt from the requirements of the California Environmental Quality Act (CEQA); and WHEREAS, the Planning Commission determined that the proposed conditional use is appropriate for the site. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON RESOLVES THE FOLLOWING: Section 1. Approves Case UP-96-36, the application of Liane Schauf/Bodylines Massage & Fitness, for a conditional use permit to operate a therapeutic massage facility located at 164 Main Street, Suite A subject to the conditions shown in Exhibit "B," attached hereto and made part of this case by reference.
