Pleasanton Municipal Code <br />Chapter 18.20 <br />Chapter 18.20 Design Review <br />Existing PMC Chapter 18.20 Design Review is proposed to be repealed and replaced with the text below. <br />§ 18.20.010 Purpose. <br />The purpose of this section is to: promote and enhance good design, site relationships, and other <br />aesthetic considerations in the city; accelerate and streamline the design review process in the <br />city with the goal that every application be successful and consistent with city standards; and <br />promote preservation of public health, safety, and general welfare in the city. <br />§18.20.020 Definitions. <br />A."Design review" means review of the aesthetic elements of a project including site, <br />building, and landscape design. <br />B.“Housing Accountability Act project” means a project subject to the requirements of <br />Government Code, section 65589.5. <br />C.“Major” under this Chapter means a large-scale change or addition with substantial <br />impact, as determined by the Zoning Administrator. <br />D."Minor" under this Chapter means a small-scale change or addition of minimal impact, as <br />determined by the Zoning Administrator. <br />E."Project" under this article means new construction, additions, or alterations to a building <br />or site. <br />§ 18.20.030 Applicability. <br />A.Zoning Administrator. The Zoning Administrator is the review authority for the <br />following projects: <br />1. Single-Family Residential <br />a.A new residential unit and/or 50-percent demolition and rebuild of an <br />existing unit <br />b.Additions exceeding 15 feet in height as defined by Chapter 18.84 <br />c.New or major enlargement of balconies <br />d.New lofts with second-story windows <br />e.Major modifications to second-story windows (e.g., doubling the quantity <br />of second-story windows where there may be privacy impacts) <br />f.Major modifications to roof forms that materially alter the appearance or <br />height of the residence (e.g., alterations to roof pitch that require five <br />additional feet of height) <br />2.Multi-Family Residential <br />a.A new residential unit and/or 50-percent demolition and rebuild of an <br />existing unit <br />b.Major exterior building or site modifications, or additions if they <br />materially alter the appearance or character of the property (e.g., <br />October 22, 2025 Page 5 Planning Commission <br />Docusign Envelope ID: 41391B8A-D45A-4EA6-984D-8FD466A2D754
