<br />B. Projects on housing opportunity sites designated and/or rezoned as part of the 2023-2031
<br />Housing Element), which are subject to Housing Site Compliance pursuant to the
<br />provisions and procedures of Chapter 18.22.
<br />§ 18.20.050 Findings.
<br />A. Residential projects. In granting approval for residential projects, the review authority
<br />shall approve or deny a project in accordance with the following findings:
<br />1. The project’s approval is in the best interest of public health, safety, and general
<br />welfare.
<br />2. Site plan elements, including open space, orientation, and landscape, are compatible
<br />with site topography, existing and proposed structures, and neighboring buildings.
<br />3. Architectural considerations, including character, scale, and quality of design, have
<br />been incorporated to ensure a harmonious relationship with the existing site and
<br />adjacent buildings.
<br />4. The plan meets the requirements of the Municipal Code and any other applicable
<br />guidelines, policies, and standards.
<br />B. Commercial projects. In granting approval for commercial projects, the review
<br />authority shall approve or deny a project in accordance with the following findings:
<br />1. The project’s approval is in the best interest of public health, safety, and general
<br />welfare.
<br />2. The site design, including building placement, parking and circulation, landscape, and
<br />outdoor space, enhances the pedestrian experience, embraces natural features,
<br />promotes connections, creates visual interest, and relates to the character of the
<br />surrounding development.
<br />3. Architectural considerations, including character, scale, massing, and quality of
<br />design, have been incorporated to ensure the project integrates with the existing site
<br />and has a cohesive relationship with the surrounding context.
<br />4. Exterior lighting, signage, amenities, mechanical equipment, and other architectural
<br />features are integrated into the design of the site and building.
<br />5. The project, when adjacent to existing residential dwelling units, is designed to
<br />minimize impacts, including privacy, light, and glare.
<br />6. The plan meets the requirements of the Municipal Code and any other applicable
<br />guidelines, policies, and standards.

<br />§ 18.20.050. Procedures and hearing authority.
<br />A. Application
<br />An applicant for a project requiring design review shall submit site plans, exterior elevations,
<br />landscape plans, photographs, diagrams, reports, and other materials as may be necessary to
<br />complete design review procedures and consideration of the proposed project. Application
<br />submittal requirements, procedures, and other details of the design review process are
<br />outlined in design review handouts.
